Appointment of Federal Judges
The Appointment Clause (Article II, Section 2, Clause 2) states that the President “shall nominate, and by and with the Advice and Consent of the Senate, shall appoint ... Judges of the Supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law....”
As part of his commitment to a diverse federal bench, President Clinton appointed 111 women, 62 Black Americans, and 24 Latinos to judgeships during his eight years in office.
