Presidential Pardons and Clemencies
Article II, Section 2 authorizes the President “to grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.”
President Clinton granted pardons and commutations to 456 individuals. Correspondence, tables, and forms from the Clinton Library document the Department of Justice’s recommendations to President Clinton on whether to grant or deny executive clemency.
Image and Video: In February of 1999, President Clinton gave remarks on his posthumous pardon of General Henry O. Flipper. The pardon was 118 years after Flipper’s court martial.
