This collection consists of records concerning the Nunn-Lugar Cooperative Threat Reduction Program between 1993 and 1996. The program originated with the 1991 Soviet Threat Reduction Act, co-sponsored by Senators Sam Nunn and Richard Lugar, and continued through 2013. The collection includes drafts of annual Congressional certifications, copies of appropriations bills, correspondence regarding funding, and cables detailing negotiations.
