With the New Markets initiative, the Clinton administration encouraged investment in impoverished inner cities, rural communities, and Native American tribal lands. In 2000, the President and Congress worked together to pass this bipartisan initiative. The initiative aimed to stimulate new private investment institutions to funnel credit, equity, and technical assistance to New Market businesses.
