This collection consists of records pertaining to Joycelyn Elders in her position as Surgeon General. President Clinton appointed her the United States Surgeon General in January 1993, making her the first African American and the second woman (following Antonia Novello) to hold the position. As surgeon general, Elders quickly established a reputation for controversy. The Records in this collection contain memoranda, correspondence, statements and remarks.
