This collection consists of records related to the Fourth Amendment of the United States Constitution. The Fourth Amendment states, “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.” During the later years of the Clinton administration the issue of improperly infringing on the Fourth Amendment rights was regularly discussed in relation to electronic security and privacy issues. This collection contains emails from the National Security Council. It contains transcripts of speeches and testimony before congress. It also contains emails related to proposed legislation or security and criminal issues in the press on the topic of electronic surveillance and privacy.
