This collection contains records regarding Rafe Pomerance and the Ramsar Convention on Wetlands from 1997 to 2001. Mr. Pomerance joined the State Department in 1993 as Deputy Assistant of State for Environment and Development. He over saw the Department’s efforts on a variety of environmental issues. This included the Convention on Wetlands of International Importance Especially as Waterfowl Habitat, adopted in Ramsar, Iran in 1971. The records in this collection consist of State Department cables with ongoing discussions on international environmental matters that involved the Ramsar Convention, as well as the 1999 Conference of Contract Parties (COP) meeting in Costa Rica.
