This collection consists of records related to the Clinton Administration’s response to the 1998-1999 Kosovo War and subsequent humanitarian concerns. Specific material mentioned in the emails includes OMB discussion of tax benefits for U.S. military personnel serving in the combat zone, Congressional authorization of emergency funding for Kosovo relief efforts, using the federal budget surplus to fund relief, press material and briefings on Kosovo, President Clinton’s statements and remarks, and a September 2000 International Crisis Group Report on FR Yugoslavia and Serbia and Montenegro.
