This collection consists of records relating to the presidential pardon of Edward Downe, Jr. In 1992, the Securities and Exchange Commission [SEC] charged Downe, a former director of the Bear Stearns investment firm of providing inside information to friends and family in order to make illegal stock trades in the late 1980’s.
