This collection contains records maintained by Eugenia Chough. Chough was Assistant Director of the Domestic Policy Council from March 1999 through April 2000. She was a Budget and Policy Analyst with the Department of Health and Human Services from August 1997 through February 1999. The files contain correspondence, memorandums, reports, publications, newspaper articles, and Ms. Chough’s handwritten meeting notes. These materials concern welfare reform employment programs and incentives, such as the Personal Responsibility and Work Opportunity Act, Temporary Assistance for Needy Families, Welfare to Work Partnership, fathers’ employment, Medicaid, food stamps, child care, child support, Work Opportunity Tax Credit, Earned Income Tax Credit, and Charitable Choice. This collection also includes records pertaining to the Framework Convention on Tobacco Control, youth smoking, tobacco industry litigation, and discussion of an excise tax on tobacco products.
