This collection consists of records relating to discussion between the United States and Russia to implement a joint missile surveillance system which culminated in the creation of the Joint Data Exchange Center (JDEC) and the Shared Early Warnings (SEW) system. It contains memos and emails between National Security Council staffers, drafts of a memorandum of agreement and the memorandum of understanding between the U.S. and Russia, reports, cables and emails concerning the negotiations over the establishment of the JDEC, press reports concerning the SEW system and other administrative reports of inter-agency working group meetings.
