This collection contains records from the National Security Council related to Stephen Flanagan and enlargement of the North Atlantic Treaty Organization (NATO). This collection includes memorandum, letters, cables, emails, and administrative paperwork from 1997 to 2000. The collection also includes some documents related to Daniel Fried, who Flanagan replaced (see FOIA 2018-1191-F). A number of documents show the influence of Jan Nowak, or Jan Nowak-Jeziorański. Much of the collection relates to NATO’s Open Door policy and the invitation and process of accession for Poland, Hungary, and Czech Republic. It also includes records related to Slovenia, Slovakia, Romania, Latvia, the NATO-Russia Agreement, and Ukraine. The collection has records related to the Polish American Enterprise Fund and Partnership for Peace.
