This collection consists of records related to Richard Morningstar. President Clinton announced April 6, 1995 that Richard L. Morningstar was going to be his Special Advisor to the President and to the Secretary of State on Assistance to the Newly Independent States of the former Soviet Union and Coordinator of U.S. Assistance to the NIS. Morningstar was already serving as acting in this role, having replaced Ambassador Thomas W. Simons, Jr. This request was specifically for records related to Morningstar and his work as Coordinator of U.S. Assistance to the Newly Independent States of the former Soviet Union. More specifically this request was limited to Morninstar’s work in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This collection primarily focuses on the work of the United States in those countries, though some records related to the other countries of the NIS are present as well. This collection also explores in small part our relations with Russia, Iran, and Afghanistan and in relation to the creation of the Commonwealth of Independent States (CIS). This collection ends in July 1998.
