An account of the resource
This collection consists of records relating to the presidential pardon of Edward Downe, Jr. In 1992, the Securities and Exchange Commission [SEC] charged Downe, a former director of the Bear Stearns investment firm of providing inside information to friends and family in order to make illegal stock trades in the late 1980’s. The records in this collection contain the petition for a pardon, character affidavits, and correspondence in support of the petition.
