Nomination for Samuel Nelson Drew Award
It is my honor and privilege to nominate James P. Covey,Special
Assistant to President for Implementation of the Dayton Accords,
for the samuel Nelson Drew Award, recognizing distinguished
contributions to global peace and reconciliation.
From his first assignment in south Africa to his tours in
Beirut, Jerusalem, Cairo and in Washington, Jock Covey has
brought extraordinary talent and dedication to finding peace in
areas of turmoil, instability and conflict. Yet none of his
assignments reflect his talent for peacemaking more than his
tireless efforts in the past 29 months to implement the Dayton
peace accords in Bosnia.
Jock's odyssey in the fragile and dysfunctional world of Bosnia
began in the months following Dayton when, as the Deputy High
Representative in Bosnia, h~ helped build the civil
implementation effort out of nothing. From his initial days
alone at the bombed out Holiday Inn to his spring 1997
departure, Jock helped create and focus a complex int~rnational
effort into an effective .force for implementation of the Dayton
accords.

In May 1997, Jock brought his talents to the National Security
Council. He has played an extraordinary role in building an
effective interagency team and rejuvenating U.S. efforts to
implement Dayton. Armed with new political will and a sharpened .
interagency team to develop policy, U.S. leadership helped take
on and overcome the most intractable problems of Bosnia,
including the capture of war criminals and removal of
obstructionist Bosnian Serb hard-line leadership. By December
1997, when Jock skillfully directed the President's highly
successful trip to Sarajevo, Bosnia was much more clearly on the
road to peace, with a new NATO mission, new pro-Dayton

leadership in Republik-a.-.Srpska, and a new sense of authority and
purpose to the implementation effort.

Mr. covey's wisdom, talent and seasoned professionalism have
made an essential contribution to peace. His leadership in
framing difficult policy choices for the President and his
foreign policy team, and his effectiveness in seeing that their
decisions were translated into action, was exemplary. On the
occasion of his departure from the National Security Council
Staff, he would make an ideal choice as the first recipient of
the Nelson Drew Award.

Samuel Nelson Drew Memorial Award

Description
The Samuel Nelson Drew Memorial Award will be awarded to an individual who has
made distinguished contributions to the formation of peaceful, cooperative relationships
between states, and U.S~ security policy for global peace. The recipient will exemplify
Colonel Drew's professional traits and dedication to public service.
Eligibility
All NSC staff and employees (including military) of other U.S. government agencies
regardless of pay plan or rank.
Criteria
A candidate for the Samuel Nelson Drew Memorial Award will have contributed
significantly to national security through the development of U.S. security policy and to
strategies which have: prevented the outbreak or spread of hostilities in an unstable
region; brought about a cease-tire of hostile parties; or resulted in conflicting parties
agreeing to revert to negotiations.

A candidate will have contributed to the pursuit of policies and procedures related to:
reconstiUction efforts, protection of minorities, involvement of other. international actors,
or rehabilitating past aggressors into the peaceful international commmlity.

Nomination and Approval Procedures
· Candidates for the Samuel Nelson Drew Memorial Award will be nominated by an NSC
Senior Director. Nominations will be in the form of a memo, not to exceed two .
typewritten pages, describing the accomplishments of the individual and those actions
warranting consideration for the award. Nominations will be submitted to the selection
committee of the DAPNSA(s), Executive Secretary, Legal Adviser, and Counselor to
review the nominations and forward their choice to the APNSA for approval.
The Samuel Nelson Drew Memorial Award will be in the form of an engraved individual
plaque, to be presented by the APNSA, and the name of the recipient will be engraved on
a commemorative plaque in remembrance of Colonel Samuel Nelson Drew.

<p>Antony Blinken served in the Clinton Administration as the chief foreign policy speechwriter in the National Security Council Speechwriting Directorate from 1994 thru 1998.</p>
<p>Blinken prepared remarks for President Clinton, Anthony Lake, Samuel Berger, James Steinberg, and General Donald Kerrick. His speechwriting topics cover a variety of subjects for various audiences including but not limited to: foreign trips or head of state visits, United Nations General Assembly addresses, and State of the Union and weekly radio addresses. As an NSC speechwriter, Blinken produced speeches on major foreign policy actions during the Clinton Administration on Haiti, Iraq and Bosnia. The documents in the collection consist of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes.</p>
