Mr. President, Mr. Deputy President, Ministers of the
Government of the Republic of South Africa,
Members of Parliament, Members of the Judiciary,
distinguished guests: It is an honor and pleasure to
be in South Africa, to see this great country and its
people, and to pay tribute to one of the true heroes of
our time, President Nelson Mandela.

Mr. President, through your struggles, sacrifice and
service, you have inspired the world .. As an ANC

leader, you seared our conscience with the horrors of
aparthei~.

Locked up in prison, you opened others' minds helping to educate your fellow inmates, kindling the
flame of humanity in your jailers, planting a garden
in the courtyard of Robben Island because of your ·
faith in renewal.

And when the gates of prison were opened for you,
after ten thousand days of captivity, you emerged to
-face your nation unbitter and unbroken -committed
to building a new South Africa where all its people
have a stake in the future.

·us - from your multiracial Parliament, where I was
so honored to speak... to flourishing businesses where

Tonight, we celebrate the South African people's.
achievements - and I pledge to you, on behalf of all
Americans, our nation's continued partnership.
Where once our ties were cold and distant, today they
are warm and growing - from the highest levels of
our governments to student and scholar exchanges ..

Where once our commercial relations were stunted,
today you are our largest trading partner in Africa
and we are your top source of new private

investment. Where once, South Africa was a lonely
outcast on the margins of the world community,
today it is a beacon of hope and progress.

Today, our nations are working together to meet
common challenges- creating opportunity and
prosperity for all our people while combating the
spread of weapons of mass destruction, fighting crime
and drugs, preventing conflict, protecting the
environment and stemming disease.

Our partnership reflects the core ideals Americans
and South African share: peace, democracy, human
rights, opportunity and justice for all. Our
partnership is based on mutual respect. America has

Our partnership can help shape a 21st century more
promising than any other - expanding opportunity
and lifting people's lives in our countries, on this
continent, throughout the world.

On the final day of the-Atlanta Summer Games in
1996, a South African athlete named Josia Thugwane
[joe-SIGH-ah TUG-wah-nay] won the Olympic
marathon - the first black South African ever to win
a gold medal in Olympic competition. I think it is
fitting that he dedicated his victory to "[his] country
and to President Mandela."

With your leadership, Mr. President, South A-frica is
·running an exhilarating marathon of freedom...:... step
by step, courageously, persistently, moving ahead as
one nation. After 222 years, America has learned
that democracy's journey is never over. But I am
confident the people of this land will not falter or
grow weary.

<p>Antony Blinken served in the Clinton Administration as the chief foreign policy speechwriter in the National Security Council Speechwriting Directorate from 1994 thru 1998.</p>
<p>Blinken prepared remarks for President Clinton, Anthony Lake, Samuel Berger, James Steinberg, and General Donald Kerrick. His speechwriting topics cover a variety of subjects for various audiences including but not limited to: foreign trips or head of state visits, United Nations General Assembly addresses, and State of the Union and weekly radio addresses. As an NSC speechwriter, Blinken produced speeches on major foreign policy actions during the Clinton Administration on Haiti, Iraq and Bosnia. The documents in the collection consist of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes.</p>
<p>This collection was made available through a <a href="http://clinton.presidentiallibraries.us/freedom-of-information-act-requests">Freedom of Information Act</a> request. </p>
