On behalf of the Carnegie Endowment, it is my great honor to invite you to deliver .
the keynote address at an international conference entitled, "Nuclear Non-Proliferation:
Enhancing the Tools of the Trade," which we will convene on June 9 and 10, 1997. The
conference will be held at the Washington Marriott Hotel, 1221 22nd Street, Washington,
D.C. The meeting, one in a·series of such conferences we have held annually since 1988,
is expected to attract 250-300 officials and specialists from around the world.
This year's conference will examine the principal mechanisms for addressing the
spread of nuclear arms, including the Nuclear Non-Proliferation Treaty (NPT), the
safeguards system of the International Atomic Energy Agency, the Comprehensive Test
Ban Treaty (CTBT), proposals for reducing existing nuclear arsenals, and a wide range of
diplomatic initiatives to address specific regional proliferation challenges.
The Honorable Stephen Bosworth, Executive Director of the Korean Peninsula
Energy Development Organization; Admiral Hank Chiles, former commander of the U.S.
Strategic Command; and Ambassador Rolf Ekeus, Executive Chairman of the UN Special
Commission, are among the confirmed speakers. The conference will also feature a
demonstration of the impressive Prototype CTBT International Data Center, now operating
in Arlington, Virginia.
If your were able to join us for this event, the occasion would provide an
outstanding opportunity, in the wake of the Helsinki Summit, the NPT "PrepCon," and the
possible completion of the Quadriennial Defense Review, for you to detail the substantial
arms control and non-proliferation accomplishments of the first Clinton term, as well as ·to
review the current state of play and highlight the agenda for the second Clinton term.
Youraddress would be scheduled for 9:15 on Monday June 9. We would propose
that you speak for 15 to 20 minutes and allow about the same time for questions. We
would revise the agenda to make· your address the first presentation of the morning,
following my welcoming remarks and your introduction by Jessica Mathews, the
Endowment's newly appointed President. In all, no more than an hour would be required.

<p>Antony Blinken served in the Clinton Administration as the chief foreign policy speechwriter in the National Security Council Speechwriting Directorate from 1994 thru 1998.</p>
<p>Blinken prepared remarks for President Clinton, Anthony Lake, Samuel Berger, James Steinberg, and General Donald Kerrick. His speechwriting topics cover a variety of subjects for various audiences including but not limited to: foreign trips or head of state visits, United Nations General Assembly addresses, and State of the Union and weekly radio addresses. As an NSC speechwriter, Blinken produced speeches on major foreign policy actions during the Clinton Administration on Haiti, Iraq and Bosnia. The documents in the collection consist of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes.</p>
