TO THE CITIZENS OF TLAXCALA

(Applause.)
President ahd Mrs. Zedillo, Governor and Mrs. Alvarez Lima, to
all of our friends from Mexico and the United States. Mayor
Teroba~ thank you £or welcoming us to this wonderful city.
It is
great to be here.
I thank you for coming out to say hello.
President Zedillo and I have been working hard, as he said,
and now we have qome just to celebrate Mexico's people and
cult~re with you.
This is an especially important day for my
wife and for me because we were martied about 22 years ago, and
we came to Mexico on our honeymoon. And so we always love to
come ·back. And this is a very romantic setting to be in today,
and we thank you for that.
(Applause.)
The partnership between Mexico and the.United States, ,the
friendship between Mexico and the United States is important to
the future of the American people and.the Mexican people.
It
must be pursued in a genuine spirit of respect, equality, and
dignity.
We are moving into a world with great changes in the way we
work and live, and the world grows smaller because of technology
and rapid communications. But some things do not change.
This
.beautiful city, founded nearly 500 years ago, reminds us that
even in ·times of great change.some things are meant to last -our heritage, our love of family, community, our devotion to
work, our respect for the land we are blessed to inhabit.
It is my purpose to work with you to preserve the things
that we want to preserve, to change as we must so that the people
of Mexico and the people of the United States will have more and

better jobs, good health care, all our children, boys and girls
alike, will have good education, and we will be able together to
beat back ou~ common enemies of drugs and crime, so that as we
move into the new century we will know we have preserved our
community, our values, our integrity, and we have prepared the
way for our children's future.
In closing, I would like to say a special thank you to th~
Mexican people for the many contributions that Mexican Americans
have made to our life in the United States.

Two
members of my presidential Cabinet, many people in my
administration, many members of our Congress, people successful
in all walks of life have their.roots here in Mexico.
They are
proud of it, and so am I. And we are going to work hard to make
sure that in the years ahead, we draw closer together, we work
together, .we maintain a spirit of pride in our own heritage, but
a genuine partnership for a better future.

joyous crowd. Here in this magnificent square, I know why your country is celebrated in song as
"Mexico, linda y querido" [MEH-hee-co, LEEN-do ee keh-REE-do} [Mexico, beautiful and
dear]. I'm glad to renew America's friendship with the citizens ofTlaxcala, as we stand at the
threshold of the 21st century and a new chapter in our partnership.
Mexico's. modern culture resonates around the.world: the art ofDiego Rivera, the words of
Octavio Paz, the films ofLaura Esquivel [Ess·:Kee-Vel]. In th~ United States, we love to cheer
for great athletes like Fernando Valenzuela and Jorge Campos [HOAR-hay CAM-pos] and move
to the music of Los Lobos and Selena. No country has ben,efited more than mine from the gift of
Mexico's people. Mexican Americans are a vibrant part of our society and they have climbed to
its highest summits.
·our nations are joined by ties of family, history, commerce and culture. And more than ever, we

are bound by common interests and ideals. We share· a broader relationship than any two nations ·
on earth -- one that holds great potential to improve· our. daily lives:.

Our challenge, on the verge of a new century, is to renew our· partnership for our times -- not for
the sake of Presidents or politicians, but for the sake of the people in both our nations whose
destinies are linked to each other. If we work together, with trust and respect, we can meet the

challenges of change -- creating better jobs on both sides of our border... making good schools,
fresh air and clean water the birthright of every child ... defeating our common enemies of drugs
and organized crime ... helping our citizens live out their dreams and live up to their God-given

This beautiful city, founded nearly five hundred years ago, reminds us thatev.en in times of great
change, some things are meant to last: Our heritage. Our love of family, community and hard
work. Our respect for the land we are blessed to inhabit. And in a world where too much sorrow
and bloodshed results because people hate those who are different from themselves, Mexicans and.
Americans alike. find strength in our diversity. That must never change.
Let us work in a spirit of unity and friendship to realize the promise of this moment for all our

<p>Antony Blinken served in the Clinton Administration as the chief foreign policy speechwriter in the National Security Council Speechwriting Directorate from 1994 thru 1998.</p>
<p>Blinken prepared remarks for President Clinton, Anthony Lake, Samuel Berger, James Steinberg, and General Donald Kerrick. His speechwriting topics cover a variety of subjects for various audiences including but not limited to: foreign trips or head of state visits, United Nations General Assembly addresses, and State of the Union and weekly radio addresses. As an NSC speechwriter, Blinken produced speeches on major foreign policy actions during the Clinton Administration on Haiti, Iraq and Bosnia. The documents in the collection consist of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes.</p>
<p>This collection was made available through a <a href="http://clinton.presidentiallibraries.us/freedom-of-information-act-requests">Freedom of Information Act</a> request. </p>
