President Frei [FRAY], Mrs. Frei, members of the Chilean delegation, distinguished guests:
On behalf of the American people, I am delighted to welcome President Frei back to the United·
States -- and to return the warm hospitality that the people of Chile showed· the First Lady when·
she visited two years ago.
Today, at the dawn of a new century, our hemisphere stands on the brink of a new era. Never
have the Americas been more free or more prosperous. Never have we had a better opportunity
to create a community of nations joined by shared values and common purpose. Now, by acting

together to deepen democracy, spur economic growth, and strengthen our partnership, the United
States and Chile can bring concrete benefits to the people of our nations, the Americas and the
world -- and . fulfill the promise of our times.
Chile's courageous return to democracy has helped fuel freedom's march across pur hemisphere.
Its economic reforms have set the standard for success throughout our region, producing

impressive gro~h, unmatched financial stability, and some of the highest rates of job creation and
poverty reduction in Latin America and the Caribbean.. And during the last three years, Mr.
President, your determination to expand opportunity at home and forge new links abroad has
pro~ed the power of open societies and open mark~ts to lift the lives of our people.

The friendship we celebrate today. has its roots in the fight for freedom that gave birth to both our·
countries .. Almost two centuries ago, in 1811, that shared heritage was reflected in Chile's
decision to hold its first national congress on July 4 -- the anniversary of our own independence.
Now .our ties are bearing fruit in a growing partnership that. advances our ideals and interests.
Just as we joined hands to help peace take hold in El Salvador, we are working side-:-by-side to
keep peace on the border between Peru and Ecuador, and to help them reach a lasting settlement.
Together, we are striving to follow the roadmap set down by our hemisphere's
34 democracies at
the Miami Summit of the Americas in 1994. We are working to make trade in the Americas more
free and fair -- the key to jobs, growth and opportunity in the next century. And by advancing
human rights, fighting drugs and protecting the air and water we share, we are proving to our
people that democracy delivers. Now we must set our sights on the second Summit, which Chile
will host in March 1998. We must consolidate the historic advance of the Americas from
dictatorship, war and command economies to democracy, cooperation and free markets.
I also look forward to discussing ways to expand our cooperation around the world, whether·
standing watch together over Iraq or working to take down barriers to trade across the Pacific.

FRAY mon-TAHL-vah] , said, "Great perspectives ;will open before us if we are united." Today,
we are united, and we can see new horizons of hope across our hemisphere Let us advance as

<p>Antony Blinken served in the Clinton Administration as the chief foreign policy speechwriter in the National Security Council Speechwriting Directorate from 1994 thru 1998.</p>
<p>Blinken prepared remarks for President Clinton, Anthony Lake, Samuel Berger, James Steinberg, and General Donald Kerrick. His speechwriting topics cover a variety of subjects for various audiences including but not limited to: foreign trips or head of state visits, United Nations General Assembly addresses, and State of the Union and weekly radio addresses. As an NSC speechwriter, Blinken produced speeches on major foreign policy actions during the Clinton Administration on Haiti, Iraq and Bosnia. The documents in the collection consist of speech drafts, newspaper and magazine articles, memos, correspondence, schedules, and handwritten notes.</p>
<p>This collection was made available through a <a href="http://clinton.presidentiallibraries.us/freedom-of-information-act-requests">Freedom of Information Act</a> request. </p>
