GEAR UP: Right Choices for Youth Partnership
The Partnership will give economically disadvantaged students the skills, encouragement
and preparation needed to pursue a post-secondary education. The targeted schools have
student bodies that are 95% Hispanic, with 81.5% identified as economically
disadvantaged and 68.7% considered at-risk of educational failure. A cohort approach
will be implemented in coordination with existing early intervention programs, and will
supplement existing services provided by participating schools. A proactive approach to
promote rigorous academic coursework through student-centered teams at middle and
high school will be used. The teams will be composed ofLEA personnel, university,
community members, business leaders and parents. The partnership will build an
infrastructure to deliver services through three major components: mentoring/tutoring,
counseling/outreach, and support services.

GEAR UP Program Description
Authorized under Title IV of the Higher Education ACt of 1998, the purpose of this
program is to support early college preparation and awareness activities at the local and
state level. GEAR UP awards two types of competitive grants~Partnership grants and
State grants. The Partnership grants are multi-year grants to local-designed partnerships

among colleges and low-income middle schools, plus at least two other partners - such as
community organizations, businesses, State education Agencies, parent groups, or non
profits to increase college entry rates among low-income youth. It is intended to
support systemic changes at the LEA and Post-secondary levels to increase college
readiness and entry for low-income youth. To provide support services for increasing the
number of low-income youth attending college, the States will focus on providing early
college awareness activities, increased academic support, awarding of scholarships and
widely disseminating information on other available financial aid.

Ruby Shamir held the position of Policy Advisor and Assistant to the Chief of Staff in the First Lady’s Office. Previously, she served as Assistant Director for Domestic Policy in the Domestic Policy Council. This series of Subject Files contains materials relating to domestic policy topics, especially on children’s issues such as health, education, child care and youth violence.
