U.S. Musicians and Artists Highlighted in the United
Kingdom~s
Millennium Dome
WASHINGTON, DC - On July 1 and 2, 2000, the United States will present a selection of traditional
American music and artwork to the United Kingdom's worldwide celebration of tlie new millennium at
the Millennium Dome in Greenwich, England. The pelfOlmance will include ensembles, bands, and
artists from cities representing the heartland of the United States.
United States Ambassador to the United Kingdom, the Honorable Philip Lader, will kick off the'
festivities. The United Kingdom has invited more than thirty countries to contribute to the millennium
celebration in the Dome throughout the year 2000.
First Lady Hillaty Rodham Clinton accepted the invitation to send U.S. representatives to the
upcoming Dome event in October 1998 at the British Embassy's Millennium Ball. Of the friendship
between Britain and the United States, she has said, "We are bound together by our shared love of
freedom - and our shared commitment to honOling its responsibilities, at home and abroad."
Allists and groups from several cities throughout the United States will pelfOlm genres of music
indigenous to their regions. Chicago will showcase a gospel choir, Indianapolis will present a jazz
perfOlmance, Memphis will feature a blues band, and Nashville will proviqe countIy musicians.
In addition to musical contributions, American .visual arts will be represented through the work of
widely acclaimed sculptor Michael A. Naranjo. Mr. Naranjo is a Native Amelican rulist who was
pelmanently blinded during the wru' in Vietnam. His twelve bronzes of Native American images will
be on exhibition at the Dome.

Violence Against Women Act Reauthorization Event.

SPEAKERS
Rose Pulliam, Associate Director of the Alabama Coalition Against Domestic Violence. In
addition to her cunent position, Ms. Pulliam has also served as the program director for the
Family Service Center of Talladega, a local service program, and also as the executiye director
for Second Chance, Inc., a local battered women's shelter. Ms. Pulliam has worked in the
domestic violence and sexual assault social services area in Alabama for over seven years, and
has seen first-hand the impact that the Violence Against Women Act (VAWA) has made on both
a programmatic level and a community-response level. In Alabama, VA WA has helped fund the
creation of 42 Domestic Violence Response Councils across the state which provide protocols
involving law enforcement, the criminal justice system, and the social service providers. These
protocols allow law enforcement and the shelter system to work in a coordiriated Wqy in order to
combat violence against women. For instance, in Huntsville, Alabama, domestic violence
advocatesac~ompany law enforcement officers in responding to domestic violence calls, and,
therefore, are able to provide assistance immediately. To date, Alabama has received over $] 0
million in VA WA funding.

Kathryn Witt, Sheriff of Fayette County, Kentuc~y. Sheliff Witt has worked in law
.. enforcement for over 15 years and has witnessed the dramatic impact of VAWAin addressing
crimes of domestic violence. For example, protective orders iIi Kentucky are not effective until
they are served. In Fayette County , VA WA funds have helped to fund the "zero tolerance" unit
Which serves emergency protective orders on batterers within 12 hours after they are issued
when women are the most vulnerable. VA WA funds have also been used to gather evidence for
prosecutions such as photogi-aphs of injmies; and to provide cell phones to battered women so
that they have immediate access to help in case their lives are endangered, Sheliff Witt's office
has also used VAWk funding to employ ,a law enforcement/victim advocate who travels to
. victims' homes and helps them implement safety plans which include'changing locks and
providing outside lighting. To date, Kentucky has received over $13 million in VA WA, funding,
J. Joseph Curran, Jr., Maryland Attorney General. Mr, .CmTan has been Maryland's
Attorney General since'1986. He has seery the tremendous difference that VAW A has made in
his state, VA WA has allowed' for the creation of programs where sheriffs, police officers,
judges, prosecutors, and service providers respond in a coordinated fashion so that victims'
needs are addressed and offenders are prosecuted, Mr. Cunan has helped to create a state-wide
Family Violence CounciL which assembled judges, law enforcement, and either expelts in order
to improve responses to~iolence against women, In Maryland, VA WA funds have helped to
train law enforcement and help them adopt prefelTed atTest policies; train prosecutors and
provide for specially trained prosecution units focusing on violence against women; and provide
training to the judiciaty. Todate, Maryland has received over $20 million in VAWA funding.

FIRST LADY IDLLARY RODHAM CLINTON JOINS WITH LAW ENFORCEMENT
TO CALL FOR REAUTHORIZATION OF THE VIOLENCE AGAINST WOMEN ACT
First Lady Hillary Rodham Clinton today will join members of the law enforcement community
and a bipartisan gr()up oflawmakers to urge Congress to reauthOIize the Violence Against
Women Act (VA WA). She will announce key law enforcement SUppOIt for reauthorization and
will highlight the progress of VA W A, releasing repOIts from the Depaltments of Justice and
Health and Human Services documenting the succes~ of the law: In addition, she will announce
that the National Domestic Violence Hotline, established under VA WA, received nearly 500,000
calls from February ,1996 to May 31, 2000. Finally, the,First Lady will announce that Attorney
General Janet Reno and Health and Human Services Secretary Donna Shalala will call on their
Cabinet colleagues to use their agency resources to address the problem of domestic violence.
The Vice President also is joining the call for t'eauthOIization, sending a letterto every Member
of Congress asking them to make reauthOIization a priOIity.

VAWA'S SUCCESS IN COMBATING DOMESTIC VIOLENCE
Over the last seven years, the Clinton Administration has led an 'histotic effOItto reduce Clime in
our nation's communities and, in patticular, to recognize an,d respond to the problem of violence
against women. In 1994, with the First Lady's strong SUppOIt, Congress passed the landmark
Violence Against Women Act (VAWA) as palt of the Administration's crime bilL The Act
established new Federal criminal pro.visions and key grant programs to improve the criminal
justice system's response to domestic violence, sexual assault and stalking, and to direct clitical
services to victims. RepOIts released today by DOJ and HHS show that these programs have
awarded $1.'5 billion dollars in Federal grants to states to help law enforcement agencies and
communities across the nation promote the safety of women and hold offenders accountable.
These grants have suppolted the work of prosecutors, law enforcement officials, the COutts,
victim advocates, health care and social service professionals, and interventjon and prevention
programs.
A recent repOIt by the Bureau of Justice Statistics shows that domestic violence has declined
since 1993 and that VA WA programs are working., For example, the number of women
. I
�experiencing violence at the hands of an intimate partner declined 21 percent from 1993 to 1998.
In addition, in 1996, 1997, and 1998, intimate p31tnel's committed fewer murders than in any
year since 1976.
V AWA MUST BE REAUTHORIZED
Although tremendous stIides have been made, domestic violence still devastates the lives of
many women and children, Ne31'ly one-third of women murdered each ye31' are killed by their
intimate p31tners, violence by intimates accounts for over 20 percent of all violent crimes against
women, and women were raped and sexually assaulted 307,000 times Ilf 1998 alone. If Congress
fails to reauthorize VA WA, many critical programs may lose their funding. Reauthorization will
help ensure that we maintain support of existing programs, expand the investigation and
prosecution of crimes, provide greater numbers of victims with assistance, maintain and expand
the domestic violence hotline, shelter, and rape prevention and education programs, and SUppOlt,
creative paltnerships between law enforcement, victim advocates and communities that have
proven so effective. In addition, reauthOl;ization will:
• Strengthen the VAWA crimina.lprovisions;
• 'Expand protections of federal criminal laws and grantprograms to women in dating
relationships;'

• Protect immigrant women and children from domestic violence;
• Enhance the full faith and credit provisions;
• Facilitate filing and service ofprotection orders; and
• Ensure that children remain in the custody of non:'abus\ve parents.
LAW ENFORCEMENT RALLIES BEHIND REAUTHORIZATION
VA WA programs have provided tremendous SUppOlt to law enforcement in their effOlts to
. combat violence against women. DOl has awarded more than $800 million dollars in VA WA
grants to law enforcement officials, prosecutors, victim advocates, and COutts to address the
problem of violence against women at the state, local, and tribal levels. These grants have
enabled states to train personnel in handling Cases of violence against women, increase
prosecutions, assist victims, and build innovative partnerships between law enforcement,
prosecutors, and victim services providers ..
The First Lady today will stand with law enforcement to recognize the impOltance ofVAWA to
the law enforcement community. The IntemationalAssociation ofChiefs of Police (IACP), the
National AssociatiQn of Attomeys General (NAAG), the National Sheriffs As'sociation, and the
Police Executive Research Forum (PERF) all SUppOlt reauthorization. The First Lady also wil1
release a resolution fi'om NAAG in SUppOlt of reauthOlizatioh, and a letter from IACP to
President Clinton suppOlting reauthOlization.

. anniversary of the UN Fourth World Conference on Women in Beijing. Mrs. Clinton will deliver
the keynote address at a forum hosted by the United Nations Development Fund' for Women
(UNIFEM). She will outline the progress that governments, non-governmental organizations and ,
the private sector have made in improving the status of women and girls since 1995, Following her
remarks, she will participate in a panel discussion on microcredit and its contribution to improving
the lives of poor women around the world.
At the Beijing conference in 1995, delegates from 189 member states approved a Platform for
Action that set out specific objectives for governments, the international community, non
governmental organizations and the private sector in order ~o improve the economic, political, legal
and social status of women and girls throughout the world. At the UN special session, delegates
will report on progress made since 1995, reaffirm their commitment to the goals of the platfOlm and
m'ake new commitments in areas that present challenges to women and girls today and in future
generations .
. Mrs. Clinton's address is a follow up to the keynote speech she delivered to the UN Women's
Conference in Beijing in 1995. A longtime champion of women around the world, the First Lady
serves as honorary chair of the President's Interagency Council on Women, which is charged with
coordinating the implementation ofthe 1995 Platform for Action. ..

More than 500 Community 'Millennium Trails Designated by White House Millennium
Council on National Trails Day, Saturday, June 3 rd , 2000
WASIDNGTON, DC -- Over 500 trails across the country will be honored by the White House
Millennium Council as Community Millennium Trails on National Trails Day, Saturday, June
3rd • This 10th annual celebration of National Trails Day is notable as communities are coming
together in the millennial year to create and preserve trails that connect people to their land, their
history and their culture.
Millennium Trails, a national initiative to make trails part of America's legacy in the year 2000,
is h!d by a public-private partnership including the Millennium Council, U.S. Deprutment of
Transportation, Rails-to-Trails Conservancy, the American Express Company, the National
Endowment for the Arts, and American Hiking Society, the organization which founded
National Trails Day.

In aspecial National Trails Day message, First Lady Hillary Rodham Clinton said, "Millennium
Trails are tangible gifts to the future that represent a commitment and an investment in the kind
of nation we want to create in the 21 st century. It is my hope that the energy that has spru'ked
this growing national movement will be sustained and nUltured so that trails are a part of our
nation's heritage for many generations to come."
This occasion will be marked by events including public ceremonies and festivals, trail clean
ups, group hikes and rides. The Trails named on this day will join the 16 National Millennium
Trails and 50 Millennium Legacy Trails that have already been established around the country.

restoration projects and donated artwork to display at American embassies around the world.
At the reception, Mrs. Clinton will unveil an original seven-color lithograph, "The Stars and
Stripes at the Speed of Light," created and donated to FAPE by the internationally renowned
American artist, James Rosenquist. This limited edition lithograph will become part ofFAPE's
Original Print Collection and will be permanently placed in U.S. embassies around the world.
