Teresa Award, Albania's highest ci~i1ian honor. This rarely granted award was presented to

First Lady of Albania Lidra Mediani presented the award at an event in Skopje, Macedonia,
announcing new public/private efforts to strengthen the economic security to the people of .
Macedonia and provide additional rklief to the Kosovm' refugees. At the urging of Mrs, Clinton,
I
U.S. Agency for International Development (USAID), the Liz Claiborne Company and Mercy
Corps International have united to p~oduce clothing for Kosovar refugees while creating jobs in
Macedonia.
The text of the award reads: First Lady Hillary Rodham Clinton "has mobilized with her personal
example the solidarity of millions of people throughout the 'world with the Albanians expelled

Mrs. Gligorova, Deputy Prime Min~ster Ibrahimi, Ambassador Acevska, and other distinguished
guests:. I am pleased to be here again in the Republic of Macedonia with my husband, the
President, our daughter and our del~gation - ata time when there is so much more hope for
peace and stability in this region.
I want to thank the Ambassador for rhat introduction and for her leadership, but I wish to give
her more credit than she took in henemarks. It was the Ambassador who first spoke to me· about
the contacts being canceled, and thd economic dislocation being caused in this country by the
war in Kosovo. And I'm very pleasbd that today's announcement will help bring more economic
security to the people of MacedoniJ- and more comfOlt to the refugees ofKosovo.
I want to thank everyone who helPeb make this possible. I especially want to thank Paul,
Charron,the CEO of Liz Claiborne, who has shown us what it means to be a good corporate
citizen. And now, that label will be worn by thousands of refugees, thanks to the generosity of
Liz Claiborne and its CEO. So than;k you Paul. I'm very grateful that Mr. Chanon could come
and be with us for this announcement.

When I was here five weeks ago in May, I talked about two of our nation's goals in the crisis in
Kosovo. First to help the refugees rbtum home in peace. And second, to ensure that Macedonia
continues on the road of progress, iJc1udi~g economic progress. I'm pleased that we are moving
forward on both fronts.
During my last visit, I met refugees ,in the camps here in Skopje who told herutbreaking stOl;es
about what happened to them and tHeir families. Now, two months later, the Serbian secU1;ty
forces have left Kosovo, the KLA hks just agreed to demilitarize and the refugees ar~ retuming
home.

'This is an incredible victory. It's a victory for the intemational community, who stood together'
against the evil of Mr. Milosevic. If's a victory for the Macedonian people who opened their
homes and hearts to the refugees Jnd sacrificed so much.
�And, as we end this violent century, it's also a victory for those who believe that peace and
reconciliation - not hatred and division - must rule this new century.
When I was in Macedonia last time, I heard again from your President, Prime Minister, and your
Ambassador about how the war was threatening to reverse the recent economic growth your
country had achieved. They talked to me about their hopes that relief organizations would buy
goods locally produced in Macedonia. And how concerned they were that U.S. and intemational
companies had begun to cancel their contracts.

I'm pleas~d that our government has been committed to addressing these, conc'erns including
working with the World Bank to provide $87 million in debt relief and technical assistance, And
I'm also'pleased that, with today's announcement,.one of America's leading clothing businesses
has stepped up to do its part as well. Let me tell you how that came about.
The last time that I was here, I met with a small group of business entrepreneurs who produced
vegetables, baked goods, crafts, and clothing. One of the women, Danica Georgieva, was the
owner of a small textile company. Danica told me very personally what had happened to her
business because there were fewer orders for the garments she was making: And she understood
why, in the face of the war, companies might be. reluctant. She mentioned that one film she was
very proud to work for; Liz' Claiborne, had provid~d important work for them, but because of the
war, these orders were being cut back dramatically. Danica is here with us today - and I am
pleasedto be bringing good news for her and other textile workers throughout Macedonia.
Danica, may I ask you to stand for a moment?

I had promised Danica that when I returned to Washington, D.C., I would get in touch with the
head of Liz Claibome. So I called Paul Charron, the CEO, and told him Danica's story. He
explained that the war was making it impossible to get clothing into the stores on time. But, he
was nevertheless very concemed about the impact these kinds of cutbacks could have on
Macedonian clothing factories and their workers.
Within days, he called me back with a promis~. He said that Liz Claibome would continue to
contract work with its existing manufacturers in Macedonia by switching over to less time
sensitive clothing. And it is very stylish clothing - I'm wearing one of the shirts right now.
Paul also came up with a wonderful idea that wili bring comfort to the refugees, while making
sure that Macedonian workers stay on the job and that the doors to their businesses stay open.
Beginning immediately, Liz Claiborne will donate the fabric/designs and expel1"ise to create a
quarter of a million shirts and pants for the refugees - and, in the process, provide jobs for 3,000
textile workers at three factories in Macedonia. I want to thank USAID for providing funds to
produce and distribute this clothing"': and Mercy Corps International for making sure thatit
reaches the refugees.

And now it is my great honor to introduce someone who is showing that good citizenship is good
business. He understands the challenges Macedonia is faCing. And he has not only committed
Liz Claiborne's resources, he wants to enlist other companies to join together so they can help
�even more ¥acedonian workers and businesses get back on their feet and begin to make progress

AI-Akhawayn University, in Ifrane, Morocco. Mrs. Clin~on will be the first recipient of an
honorary degree from AI-Akhawayn University.
In Sicily, the First Lady will deliver the keynote address at the second annual Civitas
Intemational World Congress. Civitas Intemational is a worldwide foundation promoting civic
education and democracy. The conference in Palermo will bring together world leaders from
education and law enforcement, corporations and foundation, to address strengthening I .
democracy, lawfulness, economic development and peace through increased citizenship
education and participation.
She will also tour one of the sites chosen by the "Schools Adopt-A-Monument - ~Palelmo Opens
the Gates" project. This five-year old project instills a sense of civic commitment and
community ownership in the schoolchildren of Palermo by allowing them to "adopt" local
monuments, including buildings, parks, fountains and churches which have been abused or
neglected.

Postponement of the Trip
of First Lady Hillary Rodham Clinton
to the Middle East
Washington DC - - On the advice of the US. Department of State, the trip of First Lady Hillaty
Rodham Clinton to the Middle East, which was to include Israel, the Palestinian AuthOlity,
Jordan, and Yemen and which was scheduled for later this month, has been postponed. As a
result, the First Lady regrettably will be unable to attend the Emerging Democracy Conference
in Yemen.
The trip was originally scheduled for March and was postponed due to King Hussein's death and
the pending Israeli elections. Because Israel is still in the process of fOlming a government, a
visit at this time would be inappropriate. A new date will be set as soon as possible.

forty New York City public schools by VH1 Save the Music and Time Warner Cable. The First
Lady visited a school in Washington DC in September 1998 to announce VH-1's donation of,
$100,000 worth of musical instruments to three D.C. schools;. as part of the VH-1 Save The
Music campaign. The VH1 Save the Music prog1;am is a non-:-profit organization dedicated to
improving the quality of education in Americas public schools by restoring and supporting
music programs in cities across the United States and by raising public awareness of the·
. importance of music education. She will be joined at this event by Atlantic recording artist
Jewel, John Sykes, President of,VH1, Barry Rosenblum, President of Time Warner Cable New
York, and Rudy Crew, New York City Schools Chancellor.

Guests at this evening's State Dinner will be entertained by vocal artist Judy Collins.
Judy Collins has been a legendary force in music· for the past four decades. Her unique style and
genre continue to take audiep.ces around the world on a journey that embodies our Nation's social

conscience and musical heritage.
Beginning her music career on classical piano, Ms. Collins was· inspired by her father, Chuck Collins,
who was a singer, composer and broadcaster during the golden age of radio. It was the music of
Woody Guthrie and Pete Seeger together with the traditional songs ofthe folk revival that sparked her
love oflyrics. During the 1960s, she was draWn to songs by the social poets of the time: Tom Paxton,
Phil Ochs'and Bob Dylan. Judy Collins became unstoppable, topping the charts with classic lllts like
"Send In The Clowns," "Someday Soori" and "Chelsea Morning." During her illustrious career, Ms.
Collins garnered numerous top-ten hits and Grammy nominations and recorded thirty albums, many
ofwhich are gold- and platinum-selling.

Judy Collins has touched millions of people around the world through her humanitarian efforts. As
UNICEF's Special Representative for the Arts, Ms. Collins has made numeroUs visits to the fonner
Yugoslavia and Vietnam. Currently, she is producing an all-star' collection of songs to raise money
for UNICEF's landmine awareness programs.
Ms. Collins is one of the most dynamic individuals of our time. Not only has her music heightened
