Scope and Content
The materials in FOIA 2009-0541-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA 2009-0541-F contains records related to One America in the 21st Century: The President’s
Initiative on Race. The measure, which came into existence through Executive Order 13050, sought to
promote diversity largely by means of community dialogue via guidelines set forth by the seven member
Race Initiative Advisory Board appointed by President Clinton. On June 12, 1997, he announced a new
endeavor in race relations and two days later, in a commencement address at the University of California
at San Diego, went into greater detail about the specifics of his plan. What emerged was the
composition of the board that would “counsel the President on ways to improve the quality” of the
relationship between the diverse and varied peoples of the United States. John Hope Franklin,
distinguished historian and educator and the author of the seminal study From Slavery to Freedom in
1946, would serve as chair of the committee. Other members included William F. Winter (former
Governor of Mississippi), Linda Chavez-Thompson (Executive Vice President of the AFL-CIO), Robert
Thomas (President and CEO of Nissan Motor Corporation), Angela E. Oh (an attorney in private law
practice in Los Angeles), Suzan D. Johnson Cook (Senior Pastor of the Bronx Christian Fellowship),

�and Thomas H. Kean (former Governor of New Jersey). In addition, Judith A. Winston (Assistant
General Counsel in the Department of Education) would serve as executive director of the board while
Christopher Edley, Jr. (professor at Harvard Law School) would be a consultant with special access to
the President.
In his speech President Clinton outlined three goals that the Advisory Board should strive to attain. He
wanted them to work on expanding opportunity, requiring accountability and responsibility, and creating
an America where respect and shared values reigned supreme. The address contained memorable lines
directed toward these issues. With respect to opportunity, he declared “Full participation in our strong
and growing economy is the best antidote to envy, despair, and racism.” The Chief Executive thought
responsibility centered around obeying the law and staying in school in order to benefit from the full
spectrum of choices offered by the new economy. As for the final objective, Clinton believed the races
had been at loggerheads long enough. According to him, “We must be honest with each other. We have
talked at each other and about each other for a long time. It’s high time we all began talking with each
other.”
Materials responsive to this FOIA case included memoranda, reports, drafts, pamphlets, publications,
handwritten notes, correspondence, newspaper articles, talking points, lists, press releases, and scholarly
articles. The White House Office of Records Management (WHORM)-Subject File contained letters
that highlighted the willingnes of individuals, groups, and states to become a part of the President’s
Initiative on Race. For instance, Art Hamilton, a member of the Arizona House of Representatives, sent
a letter to President Clinton saying his state would be a natural choice to host a town hall meeting on
race relations. He alluded to Clinton’s speech at the University of California at San Diego that called for
such conferences to be held as a way of bridging the racial divide currently plaguing America. Hamilton
went on to call attention to Arizona’s difficulty in passing legislation recognizing the birthday of Martin
Luther King, Jr. as a holiday. He concluded by asserting, “It is appropriate for a town hall on race
relations to be held in a state that continues to grapple with the complex racial issues that face our nation
as a whole.” Another notable document found in this part of the collection was a publication entitled
“One America in the 21st Century: The President’s Initaitive on Race; One America Dialogue Guide:
Conducting a Discussion on Race.” Having been published in March 1998, the booklet’s front page
contains instructions “We encourage you to duplicate this guide.”
The White House Staff and Office Files for 2009-0541-F involve 17 separate entities ranging from
Cabinet Affairs to Women’s Initiative and Outreach. Cabinet Affairs include reports, articles,
memoranda, drafts, emails, briefing papers, talking points, lists, agendas, correspondence, transcripts,
and schedules. In the papers of Jon Jennings and Thurgood Marshall, Jr. there can be found a series of
memos with the subject line of “Cabinet Affairs Race Initiative Weekly.” These documents describe
what the various governmental departments were doing to improve race relations. Many of the agencies
sent representatives to the White House Conference on Hate Crimes where they would lead break out
groups on topics such as “Counteracting Organized Hate,” “Understanding the Problem: Improving
Hate Crimes Statistics,” and “Preventing Hate Crimes.”
The records of the Chief of Staff included memoranda, reports, emails, lists, notes, publications, papers,
and faxes. There is a significant publication with the title “Pathways to One America in the 21st
Century: Promising Practices for Racial Reconciliation” that contains descriptions of community-based
programs across the country that contributed to the improvement of race relations. There is also a
lengthy report in the papers of John Podesta dealing with the relationship between the President’s
Initiative on Race and Asian Pacific Americans. Topics covered in the voluminous study range all the
way from affirmative action to voting rights.

�The records of the Counsel’s Office are comprised of reports, handwritten notes, memoranda, speeches,
newspaper articles, agendas, publications, correspondence, briefing papers, emails, and drafts. Dawn
Chirwa’s files contain a three page copy of the charter for the President’s Advisory Board on Race, a
paper from the Department of Justice dealing with the organization, functions, and budget of the
President’s Initaitive on Race, a memo outlining an ESPN Town Hall meeting (in which President
Clinton participated), and a lengthy report entitled “Changing America: Indicators of Social and
Economic Well-Being by Race and Hispanic Origin,” prepared in September 1998 by the Council of
Economic Advisors for the President’s Initiative on Race. Also worth mentioning is a briefing paper
(with a press kit) for a meeting of the President’s Advisory Board on Race occurring on November 19,
1997, at the University of Maryland in College Park. Part of a series of similar meetings, this
conference focused on the topic of diversity in higher education.
Associate Counsel to the President, Peter Rundlet served on four goal-related working groups for the
President’s Initiative on Race—Hard Questions, Living Report, Policy/Enforcement, and Promising
Practices—and in the process amassed a considerable amount of records on the subject. Rundlet’s
records contain reports, handwritten notes, publications, memoranda, agendas, drafts, press releases,
briefing papers, emails, and talking points related to the meetings of the President’s Advisory Board on
Race. In addition to College Park, Maryland, these sessions were held in Denver, Phoenix, Washington,
D.C., and Fairfax County, Virginia. Other noteworthy material would include “Can’t We All Just Get
Along? – A Manual for Discussion Programs on Racism and Race Relations” and “One America:
Conversations That Bring us Together – The President’s Initiative on Race (The Kit).”
The records of the Domestic Policy Council contain newspaper articles, memoranda, correspondence,
handwritten notes, publications, speeches, drafts, and press releases. Two matters highlighted include:
(1) A Department of Housing and Urban Development/One America initiative centering around the
theme of increased cultural diversity among homeowners. Crucial to this development was the signing
of a MOU (Memorandum of Understanding) between the NAR (National Association of Realtors) and
HUD. The document can be found in the records along with handwritten notes describing how NAR
would put into place a HUD approved curriculum allowing realtors to become certified to participate in
the One America initiative. (2) A meeting of the President’s Advisory Board on Race, held in Phoenix,
Arizona on January 14, 1998, dealt largely with employment and featured a roundtable discussion called
“Race in the Workplace: The Changing Face of America’s Workforce.” This episode received
extensive treatment in the records through pages of detailed notes, drafts, agendas, and mini-biographies
of those who particpated in the symposium.
The material in Intergovernmental Affairs contains the final product of the Board in the files of
Adrienne Elrod; One America in the 21st Century: Forging A New Future – The President’s Initiative
on Race – The Advisory Board’s Report to the President – a 251 page paperback book. The work
contains five chapters and extensive endnotes and appendices. Recommendations and similar material
abound in the volume. As an example, “Chapter Five—Forging A New Future” concludes with a
section entitled “Ten Things Every American Should do to Promote Racial Reconciliation.”
Political Affairs deals with topics such as transitioning out of the President’s Initiative on Race, roll-out
strategy for the President’s Initiative for One America, participation of colleges and universities in the
President’s Initiative on Race – Campus Week, and correspondence between President Clinton and
Ward Conerly of the Civil Rights Institute on the issue of race relations. Memoranda, lists, letters,
newspaper articles, talking points, handwritten notes, and drafts can be found in these files. In a memo
with the subject line “PIR Transition,” Deputy Chief of Staff Sylvia Mathews described what she
believed to be the the major objectives of the President’s Initiative on Race in its waning days. Her first
priority out of a list of five goals related to putting together and retaining quality in the events held

�during the remainder of the President’s Initiative on Race term. Specifically, Mathews had in mind the
possibilities of a research conference and a Native American economic conference.
In the files of Minyon Moore there is a commemorative program for a “Lawyers for One America
Dinner” held at the National Building Museum in Washington, D.C. on July 20, 1999. The concluding
portions of the publication outline the steps in the creation of the Lawyers’ Committee for Civil Rights
Under Law on June 21, 1963 during the presidency of John Kennedy and provide a list of current model
programs whereby the legal community set out to, in their words, “heighten diversity and promote equal
justice.” Two examples of these initiatives include the In House Pro Bono Program of Merck & Co.,
Inc. and the California Minority Counsel Program of Wells Fargo Bank.
The records of Public Liaison contain correspondence, memoranda, schedules, drafts, talking points,
reports, agendas, lists, handwritten notes, press releases, and publications. Maria Echaveste’s files are
taken up, for the most part, with drafts of chapters of the race book (the final report to be presented to
the President) often times with suggested revisions and remarks and memoranda from prominent Clinton
officials (Shirley Sagawa, Melanne Verveer, Sylvia Mathews, Chuck Ruff, etc.) detailing specific
changes they would like to see in the manuscript.
Ilia Velez’s files contain form of letters (organized by state) explaining in varying degrees of detail
community service programs schools, colleges, clubs, and groups have created in response to Clinton’s
challenge to make One America come alive by participating in the President’s Initiative on Race. In the
case of the Campus Week of Dialogue (April 6-9, 1998), institutions of higher learning on some
occasions resorted to listing initiatives designed to address race relations for the academic year. As a
case in point, MIT (Massachusetts Institute of Technology) compiled a list of race relations programs
available on the MIT campus for 1997-1998. One of such projects was called “Asian and American
Experiences: A Forum on the Racial Climate at MIT.”
System of Arrangement
Records that are responsive to this FOIA request were found in these collection areas - Clinton
Presidential Records: WHORM Alpha Files, Clinton Presidential Records: WHORM Subject Files, and
Clinton Presidential Records: White House Staff and Office Files.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Alpha file was compiled by the White
House Office of Records Management from 1993 – 1996 and is a series of documents arranged by name
of persons, organizations, or events. The WHORM Subject file was compiled by the White House
Office of Records Management and is a series of categories designated by a letter/number combination.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and document all levels of administration activity.
WHORM files are processed at the document level; whereas, Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area.

An account of the resource
This collection consists of memoranda, reports, drafts, publications, handwritten notes, correspondence, talking points, and press releases regarding One America in the 21st Century: The President’s Initiative on Race. One America came into existence as the result of Executive Order 13050. The organization consisted of a seven member Race Initiative Advisory Board appointed by the President himself. John Hope Franklin, a distinguished historian and educator, became the chairman of the committee. According to the Executive Order, the board’s primary mission to “counsel [Clinton] on ways to improve the quality” of the relationship between the many and diverse peoples of the United States.
