Scope and Content
The materials in FOIA 2014-0316-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
Robert Z. Lawrence was nominated by the President as a Member of the Council of Economic Advisers
(CEA) and confirmed on August 5, 1999. He joined Janet Yellen (chair) and Nouriel Rabini as the
troika that made up the official head of the CEA. The Council of Economic Advisers was created by the
"Employment Act of 1946" to formulate and recommend national economic policy to the President to
promote employment, production, and purchasing power under free competitive enterprise.
Lawrence served on the Council from 1999-2001. As a member of the CEA, he worked on many issues
concerning international and domestic trade. He provided advice for the President and senior White
House officials, participated in the interagency process, assisted in writing the annual Economic Report
of the President and CEA white papers, drafted testimony for the CEA Chair, contributed to the
International Roundups for the President's Weekly Economic Briefing, and attended world trade
conferences. Lawrence and the CEA staff worked closely with the White House and Executive Office

�of the President, the Department of Commerce, the Treasury Department, the Department of Justice, and
the United States Trade Representatives.
This collection of email span the months of March through December of 1999. They include many
routine email concerning meeting arrangements, hiring CEA staff, lunch appointments, scheduling
conference calls, staff farewells, phone messages, and international and trade conference arrangements.
During March through December in 1999, Robert Lawrence worked on the following issues: European
Union (EU) Hushkits and noise standards; the Clinton Steel Action Program; the 2000 Economic Report
of the President; Y2K preparations; climate change in the United States and engaging developing
countries, the Kyoto Protocol, greenhouse gases, and emissions; Environmental Protection Agency's
Tier 2 vehicle emission and gasoline regulations; the Japanese economy; earnings insurance for
displaced workers; Normal Trade Relations (NTR) with China or Most Favored Nation (MFN) status
and the US-China WTO Agreement; oil dumping; the Asia-Pacific Economic Cooperation (APEC) trade
forum; the World Trade Organization and Most Favored Nation tariffs; Pacific Five Free Trade
Agreement between the United States, Australia, New Zealand, Chile, and Singapore; Environmental
Impact Statement for Roadless Area Conservation in the National Forest System; CEA White Papers,
"America's Interest in the World Trade Organization: An Economic Assessment" and "20 Million Jobs:
January 1993 - November 1999;" the Strategic Petroleum Reserve; and Clean Energy for the 21st Energy
in the 2001 Federal Budget.
System of Arrangement
Records that are responsive to this FOIA request were found in two collection areas - Clinton
Presidential Records: Automated Records Management System [Email] and Clinton Presidential
Records: Tape Restoration Project [Email].
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential email. The
ARMS database is comprised of six sub-series of email records called "buckets." The
buckets generally represent a specific White House office. The buckets are titled: NPR for National
Performance Review, OPD for Office of Policy Development, POTUS for President of the United
States, WHO for White House Office, CEA for Council of Economic Advisers, and Default for
emails not associated with an office.
The NPR bucket contains email created or received by an individual with a National Performance
Review (NPR) White House user account. The OPD bucket contains email created or received by an
individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket
was designated for email created and received by the President of the United States (POTUS). Please
note that President Clinton never used his POTUS White House user account to send the few emails he
wrote while in office. The WHO bucket contains email created or received by individual with an
Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The
CEA bucket contains email created or received by an individual with a Council of Economic Advisors
(CEA) White House user account. The Default bucket contains email created or received by unknown
or un-recognized email accounts. Email found within the Default bucket often includes email created or
received by offices or individuals outside the Executive Office of the President. ARMS
email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.
The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated
Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database
that contains email records of the Executive Office of the President. This system maintained unclassified
Presidential record email. The TRP database is comprised of the same six sub-series of email as in
2014-0316-F

creation date.
