Scope and Content
The materials in FOIA 2015-0797-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related material.
The records in this FOIA request concern the People’s Republic of China’s bid to host the 2000 Summer
Olympics in Beijing. Other cities bidding included Sydney (Australia), Manchester (Great Britain),
Berlin (Germany), and Istanbul (Turkey). Bidding took place in 1993. In response to concerns
expressed in the State Department’s 1992 report on Human Rights Practices in China, the United States
House of Representatives passesd a resolution on May 27, 1993 expressing that Beijing should not host
the 2000 Summer Olympic Games. Some, particularly in China, viewed this action as a violation of the
Olympic Spirit. This, along with the American interception of the Chinese container vessel Yinhe on
mistaken allegations that the ship carried chemical weapons to Iran, strained American-Chinese
relations. On September 23, 1993 the International Olympic Committee awarded the 2000 games to
Sydney. However, Beijing successfully bid in 2001 to host the 2008 Summer Olympics.

�Records processed and released in response to this FOIA request consist primarily of news clippings and
press briefings communicated through National Security Council cables and emails. They address
Chinese efforts to win the 2000 Olympics bid, reaction to the House Resolution, and reaction to the
selection of Sydney.
Many of the records related to this FOIA case are closed for national security reasons.

This collection consists of records regarding the People Republic of China’s bid to host the 2000 Summer Olympics in Beijing. It contains news clippings and press briefings communicated through the National Security Council cables and emails. The press materials address unsuccessful Chinese efforts to win the bid, reaction of a United States House of Representatives communicating opposition to the bid on human rights grounds, and reaction to the final selection of Sydney, Australia as the host of the 2000 Olympics.
