�THE FRENCH ECONOMY
After three years of slow growth, the French economy remains
sluggish, and recent economic data indicate continued weakness.
Preliminary estimates suggest France's GDP growth was actually
negative in the fourth quarter of 1992, and industrial production
has dropped to 1988 levels.
Unemployment reached 10.5% in December. Consumer and business
confidence has been weakened by high interest rates, currency
speculation against the franc, and the S o c i a l i s t government's
failure to reduce unemployment. On the positive side, inflation
f e l l to a 2.0% rate in the year to December.
The French government's goal of a fixed exchange rate between the
franc and the Deutsche mark has been severely tested by currency
speculation since the September Exchange Rate Mechanism (ERM)
c r i s i s . The franc continues to remain vulnerable to market
pressure. France's exports have been hurt by appreciation of the
franc against several European currencies and the slowdown in
European growth.
The government d e f i c i t rose to 2.8% in 1992 from 2.0% in 1991,
mainly due to c y c l i c a l factors from sluggish growth. The French
remain generally reluctant to enact any increases in expenditures
beyond employment programs.
The current account was roughly in balance in 1992 because of
strong exports and weak import demand. However, the current
account i s l i k e l y to weaken because of stagnant exports and
eventual higher domestic demand.
Public dissatisfaction with the economy continues to plague the
S o c i a l i s t government. However, the Center-Right's platform c a l l s
for r e l a t i v e l y few changes in economic policy, apart from the
privatization of some state owned companies.
With further action to stimulate recovery limited by maintaining
a fixed FF/DM exchange rate, budget d e f i c i t s , and a European
slowdown, France i s hoping that eventual reductions in German
interest rates w i l l allow matching cuts in French interest rates.
A clear outcome in the March 28 elections might increase flagging
consumer and business confidence. However, the prospects for
economic recovery are s t i l l uncertain.

�ECONOMIC POLICY COORDINATION A O G THE G-7
MN
The economic policy coordination process takes place primarily in
the regular meetings of the G-7 Finance Ministers and Central
Bank Governors which seek to develop compatible and consistent
economic policies that w i l l promote a sound world economy, and
stable international financial system. The Finance Ministers'
discussion provides the basis for consideration by the heads of
state/government of macroeconomic and international financial
issues at the annual summit. The summit may also request the G-7
to undertake specific assignments. (At Munich, the Finance
Ministers were asked to prepare a study on impediments to growth
for the Tokyo Summit.)
The February 27 G-7 meeting in London began the process of
developing a cooperative effort by the major industrial countries
to strengthen world economic growth. This could result in
coordinated concrete measures being put in place by the Tokyo
Summit. As a result of the President's economic program and the
international economic policy outlined in his American University
speech, the United States i s in the strongest position in nearly
a decade to provide effective leadership.
But, the United States cannot ensure strong world growth or
sustain i t s own recovery unless other G-7 countries also do their
part. The keys are Germany and Japan, which need to take action
to increase growth. In particular, we are looking to Germany to
reduce high interest rates, which are contributing to slow growth
in Europe, and financial i n s t a b i l i t y . Japan needs to introduce a
substantial f i s c a l stimulus package to increase domestic demand
and reduce a large, growing trade surplus that i s acting as a
drag on the world economy.
The French share many of our views on the need for concerted
action to strengthen the world economy, including a -reduction in
German interest rates and f i s c a l stimulus by Japan. (When i t
comes to trade, however, especially with regard to the Uruguay
Round — the conclusion of which should provide a major boost to
world growth — we have major differences.) The French have been
unwilling to confront Germany on interest rates because of
substantial German support for the French franc in the recent
exchange market c r i s i s . They are l i k e l y to press for joint G-7
action to s t a b i l i z e exchange rates and have complained, primarily
for domestic p o l i t i c a l reasons, about an "Anglo Saxon plot" to
undermine the European Monetary System.
�URUGUAY ROUND OF MULTILATERAL TRADE NEGOTIATIONS
French farmers and business leaders argue that the Uruguay Round
benefits the United States to the detriment of France. French
farmers have protested their opposition to the B l a i r House Accord
on agriculture in mass demonstrations throughout France, some of
which have been violent. France w i l l gain substantial benefits
from the Round, but has repeatedly delayed the negotiations, most
recently because of i t s upcoming legislative elections and the
weak position of the Socialist party. Mitterrand has been
outspoken about the importance of U.S. concessions in the Round
and curbing U.S. "unilateralism" and Section 301. In past
meetings he generally has been more receptive to discussing the
geopolitical importance of the Round than i t s economic benefits.
Fast Track Renewal: France w i l l object vigorously to any new
conditions which Congress might put on fast track renewal (e.g.,
Super 301), and use i t to question the U.S. commitment to
multilateralism.
B l a i r House Accord: France objects to resolution of the dispute
on oilseeds and the Uruguay Round agriculture text requiring a
reduction in export subsidy volumes by 21% over 6 years. France

One of our objectives in Geneva i s to assure that the f i n a l place
of negotiations does not result in a decrease in agriculture
market access (e.g., for U.S. corn or Latin bananas) to the EC.
We have decided not to reopen the Accord. But U.S. t a c t i c s are
making the EC anxious to preserve the deal and move forward
quickly in Geneva, notwithstanding French opposition.
Other issues:
France i s central to U.S.-E.C. disputes on:
Industrial market access. France opposes EC acceptance of U.S.
duty-free i n i t i a t i v e s in natural resource-based products such as
aluminum. At the same time, i t demands dramatic reductions in
U.S. t e x t i l e and peak t a r i f f s .
Subsidies. France objects to stronger subsidy disciplines of any
kind, while the U.S. seeks to make the disciplines stronger.
Government procurement. France rejects expansion of Code
coverage to sectors such as heavy e l e c t r i c a l equipment and
telecommunications because i t wants to maintain the current
domestic monopoly.
Intellectual property. France wants to maintain i t s
discriminatory practices of not compensating U.S. producers of
films and records under i t s blank tape levy system.
Services. France i n s i s t s that the EC maintain i t s audio-visual
broadcast quotas (to encourage European and French-language
production). These discriminate against the U.S. film industry.

I t i s a great pleasure to welcome President M i t t e r r a n d to the
White House e a r l y i n my a d m i n i s t r a t i o n . France and the United
States share a f r i e n d s h i p that dates back to the r e v o l u t i o n a r y
b i r t h s of both of our democracies, and beyond.
Our f r i e n d s h i p
w i t h France i s rooted i n our common values of e q u a l i t y , l i b e r t y ,
and democracy.
Our close cooperation on challenges l i k e those i n
Iraq, Somalia, and Bosnia would be impossible without our
enduring bonds of h i s t o r y , c u l t u r e , and purpose.
Today, President M i t t e r r a n d and I discussed our global
partnership i n a post-Cold War world t h a t o f f e r s
o p p o r t u n i t i e s , but also new u n c e r t a i n t i e s .

President M i t t e r r a n d and I discussed our p o s i t i o n s on global
commerce, e s p e c i a l l y the Uruguay Round of the world trade t a l k s .
We have our differences on some issues.
We need French
leadership t o help resolve outstanding trade issues.
But we also
agreed on the need t o b r i n g the Uruguay Round t o a quick and
successful completion.
As leading exporting nations, France and

the United States have much t o gain from the expansion of worid
trade, and everything t o lose from unnecessary b a r r i e r s and
disputes that might undermine b i l a t e r a l and global growth.
We
also discussed the need for greater coordination among the G-7
nations on behalf of economic growth, and reviewed some of the
matters we plan t o raise w i t h our G-7 partners at our Tokyo
summit i n July.
President M i t t e r r a n d and I also discussed the new character of
A t l a n t i c r e l a t i o n s , which r e f l e c t Europe's h i s t o r i c steps toward
economic union and i t s changed s e c u r i t y s i t u a t i o n .
I stressed
our support f o r European i n t e g r a t i o n , and f o r using an updated
NATO and other s e c u r i t y i n s t i t u t i o n s t o meet our new challenges.
This century has taught us at high cost that when America and
Europe d r i f t apart both are endangered.
That danger i s why I
pledge the U.S. w i l l be a partner i n strengthening and updating
our A t l a n t i c A l l i a n c e as a keystone of a v i t a l , secure, and
peaceful Europe.
President M i t t e r r a n d and I pledged that we w i l l continue t o work
closely together t o pursue m u l t i l a t e r a l e f f o r t s t o promote
democracy and peace.
I n p a r t i c u l a r , we r e i t e r a t e d our mutual
determination t o b u i l d on the Vance/Owen process as a means of
seeking a s o l u t i o n t o the dangerous and t r a g i c c r i s i s i n Bosnia.
Together, we today renew our c a l l t o a l l p a r t i e s i n the c o n f l i c t
to stop the bloodshed and reach a j u s t , workable, and enforceable

a i r drop operation, possible enforcement of the No-Fly Zone, and

arrangements for a peace agreement.

F i n a l l y , President Mitterrand and I discussed the wide array of
challenges t h a t now face us across the world.

name honors an American president from another era who was one of
our nation's e a r l y and steadfast admirers of the French people.
Thomas Jefferson once wrote:
"We wish t o omit no opportunity of
convincing [the French nation] how c o r d i a l l y we desire the
closest union w i t h them.
Mutual good o f f i c e s , mutual a f f e c t i o n ,
and s i m i l a r p r i n c i p l e s of government seem t o have destined the

That a f f e c t i o n

important today, when the partnership between the United States

U.S.-FRENCH RELATIONS
Q

U.S.-French r e l a t i o n s have been strained over the past
couple of years. How would you characterize your meetings
today and the state of r e l a t i o n s between the U.S. and
France?
A:

Our meetings were f r i e n d l y and productive -- we
discussed several c r i t i c a l issues and resolved t o
continue t o work together on them.
I would characterize the U.S.-French r e l a t i o n s h i p as a
s o l i d , global partnership — based on common values and
s t r a t e g i c goals.
N a t u r a l l y we have our d i f f e r e n c e s , but we are
determined t o address them frankly and i n the s p i r i t of
cooperation.
Let me emphasize how pleased I am t o have had t h i s
chance t o meet early w i t h President M i t t e r r a n d . I look
forward t o what c l e a r l y w i l l be an e x c e l l e n t working
relationship.

Why i s n ' t France p a r t i c i p a t i n g i n the a i r drop e f f o r t ?
A:

France has some 4,400 troops i n UNPROFOR contingents i n
Bosnia and Croatia, i n c l u d i n g forces deployed at
Sarajevo a i r p o r t t o a s s i s t w i t h the humanitarian
airlift.
France i s a s i g n i f i c a n t p a r t i c i p a n t i n the Sarajevo
airlift.
France has welcomed our airdrop operation. France i s
not p a r t i c i p a t i n g i n the airdrops but i s a major

humanitarian assistance t o Bosnia-Hercegovina.

Has there been any agreement between the U.S. and France
regarding the r o l e o f NATO i n implementation o f a negotiated
agreement i n Bosnia? W i l l France p a r t i c i p a t e i n
implementation?
A:

We have said t h a t the United States would be w i l l i n g t o
j o i n w i t h the UN, NATO and others i n implementing an
agreement. W have i n d i c a t e d t h a t we foresee our

p a r t i c i p a t i o n w i t h i n the NATO context. At the same
time, we have pointed out t h a t we do not see
implementation as an exclusively-NATO venture.
�France has welcomed our w i l l i n g n e s s to be involved i n
implementation; we would welcome French p a r t i c i p a t i o n
as w e l l . W are working together on t h i s issue.

Did President M i t t e r r a n d push you t o accept Vance/Owen as
is?
A:

France and the European Community have supported the
Vance/Owen process, as have we. We believe France
shares our view that only a s o l u t i o n acceptable to a l l
the p a r t i e s w i l l bring peace t o Bosnia. A s o l u t i o n
imposed on u n w i l l i n g p a r t i e s would not end the
conflict.
NATO AND OTHER EUROPEAN SECURITY INSTITUTIONS

Do France and the U.S. have sharply d i f f e r e n t views on the
r o l e of NATO i n post-Cold War Europe?
A:
-
We work very closely together on s e c u r i t y issues both
i n Europe and i n many other areas around the world.
We have consulted closely w i t h France about the c r i s i s
i n the former Yugoslavia and the ways the relevant
i n t e r n a t i o n a l i n s t i t u t i o n s — l i k e NATO, the EC, the
WEU, and the CSCE — can help UN e f f o r t s t o b r i n g an
end t o that tragedy.
There i s agreement throughout NATO on how the A l l i a n c e
would contribute t o enforcing a n o - f l y zone i n Bosnia,
i f the UN were t o order i t . We are working with France
and others t o decide how best t o implement a p o l i t i c a l
settlement i n Bosnia. We also have t o be mindful of
the important c o n t r i b u t i o n t h a t Russia can" make.

:
Did you discuss the Uruguay Round? Do you t h i n k the French
w i l l change t h e i r p o s i t i o n on a g r i c u l t u r e ?

President M i t t e r r a n d and I had a very u s e f u l exchange
on trade issues.
President M i t t e r r a n d and I agree we should conclude the
GATT t a l k s soon t o provide a much-needed boost t o the
world economy.
I am confident he w i l l take back t o Europe the message
t h a t we are serious about expanding g l o b a l trade
through successful completion of the Uruguay Round
talks.
�I hope France w i l l do i t s part to help move these
negotiations forward.

What about oilseeds?
A :

The EC i s analyzing the U.S.-EC oilseeds agreement
signed at Blair House last November 20. This agreement
i s one part of a package of agricultural accords.
We understand the oilseeds agreement might be discussed
at next week's meeting of the EC's General Affairs
Council.
I t i s important to remember that the B l a i r House
accords represent a balanced package of benefits and
concessions. The oilseeds agreement i s only one part
of this larger package.
Q:
What about the French threat to veto the B l a i r House
accords?
A:
-
The B l a i r House accords represent a balanced package of
benefits and concessions.
We are expecting the EC to honor and implement those
agreements.
Q:
When do you intend to request extension of fast-track
negotiating authority? How long of an extension w i l l you
seek?
A:
-
We are consulting closely with Congress and expect to
submit a request f a i r l y soon. We hope the request w i l l
be approved quickly.
We are looking at the pros and cons of different
options and expect to have a decision soon.
Q:
What conditions do you expect Congress to attach to
extension of fast track?
A:
-
We recognize that many in Congress may want to impose
conditions on fast-track extension to address specific
concerns they have about the Uruguay Round.
We hope to be able to limit the extent to which
conditions are added by working closely with Congress
on their concerns.

How soon do you think the GATT negotiations w i l l be
completed?
A :

The answer to this question depends completely on the
f l e x i b i l i t y and seriousness of our trading partners.
We w i l l work vigorously to conclude the Uruguay Round
talks as quickly as possible.
Q:
Are the U.S. and EC planning to get together privately to
discuss the Round before talks resume in Geneva?
A:
-
Deputy U.S. Trade Representative Rufus Yerxa i s in
Brussels this week to re-energize U.S.-EC discussions.
We hope his t r i p w i l l pave the way for U.S. Trade
Representative Mickey Kantor to go to Brussels soon.
Agreement between the U.S. and EC on key issues would
help move the GATT talks forward in Geneva.
The EC could help by improving i t s market access offer
on goods and services. We also need to t i e up some
loose ends on agriculture issues.
Q:
When do you expect negotiations in Geneva to resume?
A:
-
I t i s hard to say exactly when formal negotiations in
Geneva w i l l resume.
We w i l l soon complete a review of our positions on the
Uruguay Round. We w i l l be ready to resume negotiations
in Geneva once this review i s completed.
We believe that there i s one chance l e f t to complete
the Round. When talks do resume, we w i l l expect a l l
participants to come prepared to table their last, best
offers.
AIRBUS
Q:
Does the U.S. plan to continue adhering to the July Airbus
agreement?
A:
-
Yes. The Airbus agreement i s in place, and we attach
great importance to effective functioning and
implementation of the agreement.
We are currently arranging the f i r s t b i l a t e r a l U.S.-EC
consultation, to exchange information and monitor
compliance with the agreement.
�In addition, the U.S. and EC are working together to
strengthen the multilateral disciplines on government
support to the a i r c r a f t sector through renegotiation of
the GATT C i v i l Aircraft Code.
Q:
What do you intend to do about French subsidies to Airbus,
which you c r i t i c i z e d ?
A:
-
We intend to ensure that France and the other Airbus
consortium governments comply with the terms of the
July 1992 U.S.-EC agreement on trade in c i v i l a i r c r a f t
(the Airbus Agreement).
The agreement sets limits on government supports to new
Airbus programs and prohibits relaxation of repayment
terms on prior government supports to Airbus.
The U.S. i s also seeking strengthened multilateral
disciplines on government support to the a i r c r a f t
sector through renegotiation of the GATT C i v i l Aircraft
Code.
THE G-7 PROCESS
Q:
France has expressed interest in revamping the G-7 process.
What are your views?
A:
-
I strongly support closer cooperation among the major
industrial countries.
Our economic program r e f l e c t s the policy objectives our
G-7 a l l i e s have been advocating for years.
However, the U.S. alone cannot guarantee a stronger
world economy.
We must have complementary measures by our G-7 a l l i e s .
We need renewed growth in Europe and Japan.
The recent G-7 meeting in London marked a good
beginning. We must now work together to ensure a
strong recovery.
�OTHER TRADE ISSUES
Q:
The deadline for the resolution of the T i t l e VII government
procurement issue i s March 22. Have the U.S. and the EC
made any progress toward a solution? What w i l l happen i f
there i s no resolution by March 22?
A:
-
To date, the U.S. and the EC have not been successful
in negotiating a solution to this dispute on
discriminatory EC procurement practices.
We have had b i l a t e r a l talks four times since November,
and another round of negotiations i s scheduled for
mid-March in Brussels.
I f the dispute i s not resolved by March 22, the U.S.
w i l l impose a ban on USG procurement of certain EC
products and services. This prohibition w i l l not
affect U.S. procurements covered under the GATT
Government Procurement Code, or those covered by
Defense Memoranda of Understanding.
We hope this dispute can be resolved, but we are
considering other possible steps in the event that this
dispute i s not resolved.
RUSSIA
Q:
What i s your assessment of Yeltsin's staying power?
A:
-
President Yeltsin and his reform team remain determined
and able to lead Russia toward democracy and a market
economy.
We hope that other Russian leaders w i l l wortr together
with him to resolve their differences and address
Russia's pressing problems.
I look forward to my April 4 meeting with President
Yeltsin and to working with him in the future to
develop a close and effective partnership between the
United States and Russia.
Q:
Will the U.S. come up with a new aid package for Russia at
the A p r i l 4 summit?
A:
-
Support for democratic and market reform in Russia and
the other newly independent states of the former Soviet
Union i s at the top of this Administration's foreign
policy agenda.
That i s why I plan to seek congressional support for an
increase in funding for assistance programs to Russia
�I anticipate that this issue w i l l be on the agenda when
I meet with President Yeltsin on April 4.

�CIVIL AVIATION RELATIONS
Last May, the French Government announced i t s i n t e n t i o n t o
withdraw from our 1946 b i l a t e r a l c i v i l a v i a t i o n agreement. The
agreement expires on May 4, 1993, unless the French agree t o an
extension, which i s u n l i k e l y .
The 1946 b i l a t e r a l has worked well f o r our a i r l i n e s and f o r the
t r a v e l i n g public. Since 1986, the number of passengers t r a v e l i n g
between the United States and France doubled, from 1.6 m i l l i o n to
3.2 m i l l i o n . A large proportion of the passengers are American
t o u r i s t s t o France.
The French have been concerned about the increased number of U.S.
a i r l i n e s f l y i n g t o France and t h e i r large share of the passenger
market. There are now eight U.S. c a r r i e r s , including the Big
Three — American, United and Delta (the l a t t e r replacing Pan Am)
-- and they have over two t h i r d s of the market. A i r France, a
high cost and less competitive a i r l i n e , has the largest single
market share, 30 percent.
Last winter, the French asked us t o cut over a h a l f m i l l i o n seats
out of our a i r l i n e s ' proposed seat capacity f o r the 1992 summer
schedule and t o introduce permanent new r e s t r i c t i o n s on U.S.
a i r l i n e s ' growth i n the market. The French eventually accepted
our counter o f f e r , but s t i l l announced withdrawal from the
b i l a t e r a l agreement.
Our c a r r i e r s objected strenuously t o t h i s action as another
blatant example of French protection f o r A i r France. I n 1992,
the French Government "injected" $800 m i l l i o n i n t o i t s f l a g
carrier.
( I t has just announced another $1 b i l l i o n i n j e c t i o n
i n t o A i r France t h i s year.)
We began negotiating a new b i l a t e r a l agreement i n August 1992,
but have made l i t t l e progress since then. The l a t e s t round was
held March 1-3 and another session i s scheduled f o r A p r i l 14-16.
Recently, American A i r l i n e s f i l e d a complaint against A i r France
with the Department of Transportation claiming u n f a i r practices
on the use of computer reservation systems i n France. A i r France
had influenced i t s domestic subsidiary, A i r I n t e r , not t o
p a r t i c i p a t e i n AA's SABRE computer reservations system,
e f f e c t i v e l y rendering i t uncompetitive i n the French domestic
market. This i s also contrary t o EC regulations. Transportation
i s now considering a response, which could include r e s t r i c t i o n s
on A i r France's use of computer reservation systems i n the U.S.

This collection consists of White House press releases from the files of P.J. Crowley. Crowley served as Special Assistant to the President for National Security Affairs and Senior Director of Public Affairs the National Security Council from 1997–1999.
