PRESIDENT CLINTON NOMINATES IRVIN HICKS
AS THE AMBASSADOR TO ETHIOPIA
The President today announced his intention to nominate Irvin Hicks, of
Maryland, as Ambassador to Ethiopia.
Irvin Hicks most recently served as Deputy Representative in the Security
Council to the United Nations in July 1992. Ambassador Hicks joined the Department
of State in 1962. Following a brief assignment in Washington, he was assigned to the
Embassy in Libreville, Gabon where he served until 1964. From 1964 to 1966
Ambassador Hicks was Budget and Fiscal Specialist at the American Embassy in
Bamako, Mali. From 1966 to 1968 he was Post Management Officer in the Bureau of
African Affairs. In 1969 he took leave from the Department and served until 1970 as
Budget Director for the Community Development Agency in New York.
He returned to the Department in 1970. From 1971 to early 1973 he served as
Administrative and Consular Officer at the American Consulate General in Casablanca,
Morocco. From 1973 to 1975 he became Administrative Officer at the American
Embassy in Bangui, Central African Republic. From 1975 to 1977 he served as
Administrative Officer in Dar es Salaam, Tanzania. In 1977 he was assigned as
Administrative Counselor at the U.S. Mission in Berlin. From 1980 to 1981
Ambassador Hicks was Deputy Chief of Mission at the Embassy in Lome, Togo and
served as Charge from 1981 to 1982. He attended the U.S. Army War College in
Carlisle, Pennsylvania in 1982-1983. From 1983 to 1985 Ambassador Hicks was
Deputy Executive Director of the Bureau of African Affairs. He served as American
Ambassador to the Republic of Seychelles from August 1985 to August 1987. From
July 1987 to June 1989 he was Deputy Assistant Secretary for Personnel, followed by
an assignment as Deputy Assistant Secretary for African Affairs, July 1989 to August
1991. He is currently in language training at the National Foreign Affairs Training
Center.
Ambassador Hicks was bom March 16, 1938 in Baltimore, Maryland. He
received his B.A. from the University of Maryland. His foreign language is French.

This collection consists of White House press releases from the files of P.J. Crowley. Crowley served as Special Assistant to the President for National Security Affairs and Senior Director of Public Affairs the National Security Council from 1997–1999. The press releases are arranged by subject or, as in the case of the Weekly Compilation of Presidential Documents, by date.
