COTE d'lVOIRE: Possible Guei Presidential Candidacy
CONTEXT: The transitional govemment installed by the military has moved forward
with preparations for elections later this year that will restore civilian,
democratic govemment in Cote d'lvoire. A referendum on proposed changes to the
Constitution and Electoral code will be held at the end of April, and municipal,
legislative and presidential elections are scheduled to be completed by the end
of October. No specific dates for the elections have been set. Although
initially indicating that he would step down once the transition was complete,
retired General Robert Guei (GAY), Chairman of the National Committee for Public
Salvation and President of the transitional govemment, may be contemplating
running for the Presidency himself. There remain serious questions about the
extent of Guei's control of the troops whose mutiny triggered the Christmas eve
coup. In addition, the three major political parties are ethnically/regionally
based and there are indications that tensions are rising as the elections
approach.
Q: Any comments on reports that retired General Guei may be considering running
for President in elections to be held later this year?
A: THE U.S. STRONGLY CONDEMNED THE COUP D'ETAT IN COTE D'lVOIRE. WE ARE
ADAMANTLY OPPOSED TO THE FORCEFUL OUSTER OF DEMOCRATICALLY-ELECTED

CHINA - BERGER VISIT TO CHINA
Context: The Assistant to the President for National Security Affairs (APNSA)
Sandy Berger is in China for two days of senior-level talks with the Chinese
leadership (March 29-30) over issues of mutual concern. He met with President
Jiang, Premier Zhu, Vice Premier Qian, and others.
Q: —Please provide an update on Berger's visit. Did he affirm U.S. rejection of
Taiwan independence, the U.S. "one China" policy, and promise the U.S. would keep
its commitment on the "three no's," as Xinhua reported? Did Taiwan dominate the
agenda for his discussions in Beijing?
A: - NATIONAL SECURITY ADVISOR BERGER HAS BEEN IN BEIJING FOR TWO DAYS OF
TALKS
WITH SENIOR CHINESE LEADERS OVER ISSUES OF MUTUAL CONCERN. THE TALKS WERE
SERIOUS AND THOUGHTFUL.
IN MEETINGS WITH PRESIDENT JIANG AND OTHER SENIOR PRC OFFICIALS, HE
UNDERLINED
THE IMPORTANCE OF ADVANCING OUR BILATERAL RELATIONSHIP.
WE HAVE MANY MUTUAL INTERESTS WITH CHINA, AND HIS DISCUSSIONS COVERED
HUMAN
RIGHTS, TRADE, AND NON-PROLIFERATION ISSUES. MR. BERGER ALSO DISCUSSED CROSS
STRAIT RELATIONS.
MR. BERGER REAFFIRMED THE U.S. "ONE CHINA" POLICY, OUR INTEREST IN SEEING A
RESUMPTION OF DIALOGUE, AND THE NEED FOR A PEACEFUL RESOLUTION OF ANY
DIFFERENCES. HE CALLED FOR FLEXIBILITY, CREATIVITY, AND PATIENCE IN DEALING

China: Basketball Star Barred from U.S. Event
Context: The New York Times reports that China has barred 19-year-old
professional basketball star Yao Ming from taking part this weekend in the Nike
Hoop Summit in Indianapolis. The event is an exhibition contest in the context
of the NCAA Final Four . Yao, at 7-foot-6, is a prime NBA prospect, who was
drafted by the Dallas Mavericks last year, but was prevented from traveling to
the U.S. following his selection by the team. Yao plays basketball
professionally in China and is considered an integral part of the 2000 Chinese
Olympic team. The Chinese Sports authorities explained that Yao must forego the
Nike event to begin training for the Olympics and because he must rest and
recuperate from an intensive playing schedule. The Times article cites a
Shandong newspaper story quoting Yao as saying, "What a shame! What a big shame!
This is my last chance." The Nike event is an important scouting opportunity
for NBA teams.

violation of the Ground Safety Zone on March 25. The article states that two

warned the FRY military against further such incursions. The story indicates

Background: The Washington Times reported in its Embassy Row column that U.S.
Ambassador to Ukraine, Steven K. Pifer, gave a speech calling for Ukraine to

IRAQ: Weapons
CONTEXT: Rolf Ekeus and Richard Butler, both former UNSCOM Executive Chairmen,
indicated to the Senate Foreign Relations Committee yesterday, that Iraq almost
certainly has used the absence of international scrutiny to rebuild Iraq's
weapons of mass destruction. Butler indicated that he doesn't hold much hope
that UNMOVIC will have any more success than UNSCOM and predicted Iraq would
refuse to cooperate with UNMOVIC.
State Comment: We see many indicators of both dual-use procurement efforts with
other nations and construction/clean-up activity at WMD-capable production sites.
Clearly, Iraq is improving its options. But we have not seen direct evidence of
WMD reconstitution. We're not in a position to see such evidence without UN
inspectors on the ground.

CONTEXT: Brazilian Foreign Minister Luiz Felipe Lampreia is making an official
visit to Washington March 28-30. In addition to the Secretary and U/S Pickering,
Lampreia will meet with Commerce Secretary Daley, USTR Barshefsky, Special Envoy
MacKay, ONDCP General McCaffrey, and members of Congress. He will also have
several speaking engagements while in Washington.

HAITI: Demonstrations/Delayed Elections
CONTEXT: This guidance comes in response to March 30 articles in the Christian
Science Monitor, Financial Times, and Miami Herald on Haiti's delayed
legislative/local elections and elections-related violence.
Haiti's Provisional Electoral Council (CEP) and President Rene Preval remain at
an impasse over dates for Haiti's upcoming legislative and local elections. The
CEP previously announced April 9 and May 21 as the dates for the two rounds.
President Preval continues to seek a longer delay, potentially with the
politically-motivated goal of rolling the vote into separate presidential
elections slated for November when pro-Aristide candidates would have an
advantage. Haiti has been without a parliament or independent local governments
since January 11,1999, when Preval effectively disbanded these institutions
after their elected mandates lapsed. The U.S. and international community, as
well as Haitian civil society groups and opposition parties, are strongly urging
that legislative/local elections be held such that a Parliament can be put in
place by June 12 as stipulated in the Haitian constitution.

yet agreed upon dates for the upcoming elections, although it appears the first
round may not occur on the previously-announced date of April 9. It is the
assessment of the U.S. - and others including the UN, OAS, and EU - that credible
elections can be held in April and May in time to convene the new Parliament by
the second Monday of June, consistent with Haitian constitutional law.
Significant further delays would undermine the credibility of the electoral
process and would greatly put at risk the current momentum towards holding the
elections soon.
We strongly urge the Govemment of Haiti to publish new dates for elections soon,
and to lend full financial, logistical and security support for the Provisional
Electoral Council (CEP) to ensure those dates are met. Failure to constitute
promptly a legitimate Parliament risks isolating Haiti from the community of
democracies and jeopardizes future cooperation and assistance.
We understand that elections-related protests continue this morning in
Port-au-Prince, with tire burnings and rock throwing as seen in previous days.
The Haitian National Police (HNP) has confirmed the killing in the town of Petit
Goave of an Patriotic Movement for National Salvation (MPSN) party activist and
his wife. The deceased activist had reportedly received a number of threats from
political opponents in recent months.
The U.S. condemns apparent maneuvers by some in Haiti to impede the demonstrated
will of the Haitian people to vote in coming weeks and to restore promptly the
Parliament and independent local governments, which were effectively disbanded in
January 1999. We also strongly condemn the use of violence to attempt to
influence the timing or outcome of Haiti's upcoming elections. We urge the
Haitian govemment to actively work to halt this violence. We will also hold the
leaders of Haiti's political parties directly responsible for violence
perpetrated by followers and strongly urge these leaders to ensure that order is
quickly restored so that Haiti can proceed peacefully towards free, fair, and
prompt elections.

Context: On March 30, 2000, in the group in Geneva that is negotiating measures
to strengthen the Biological Weapons Convention, the Cuban foreign minister
(Philipe Perez Roque) accused the United States of multiple incidents of
biological warfare during the period 1971 - 1981. The United States delegation
rose quietly and exited the room. The Cuban attack came less than a day after
Senior Advisor John Holum presented a U.S. initiative aimed at facilitating
progress in the negotiations.

GAO REPORT ON INTERNATIONAL PARENTAL CHILD ABDUCTION
Context: A March 29 AP story on a newly released General Accounting Office
report on the U.S. govemment response to international parental child abductions
discusses the need for the U.S. govemment to better respond in assisting parents
in the U.S. whose children have been abducted overseas. WTiile we have only just
received the report and have not had an opportunity to fully study it, the news
article criticizes both the State and Justice Departments for not providing
sufficient financial assistance to "left-behind" parents. Many of the
recommendations in the report itself appear to involve interagency coordination
between State and Justice and it would be premature to discuss our joint efforts
until we have a chance to fully study the report.
The Department is already addressing some of the weaknesses identified in the
report, including development of a new integrated case tracking system, increase
in staffing to handle difficult cases, and improving counseling services and
other assistance to left-behind parents.

<p>This collection consists of records regarding Brazilian Foreign Minister Luiz Felipe Lampreia’s meetings with members of the Clinton Administration. The meetings took place at least once a year every year from 1995-2000. This collection consists of background and briefing papers, talking points, handwritten meeting notes, charts, press releases and press briefings, draft schedules, transmittal sheets, cover sheets, weekly reports, memos, emails and cables. Topics include international trade relations between the United States and Brazil and meeting logistics.</p>
<p>This collection topic was requested via the Freedom of Information Act.</p>
