THE NEWSPAPER CARRIES A DECLARATION FROM THE STATE
DEFENSE COMMITTEE OF NAGORNO-KARBAKH REPUBLIC,
CONCERNING THE PRAGUE CSCE SESSION. SOME QUOTES:
"UNDER PRESSURE FROM AZERBAIJAN... THE CSCE SESSION HAD
TO DISCUSS THE EVENTS IN KELBAJAR. AZERBAIJAN ONCE
MORE REFUSED A CEASEFIRE AND BROUGHT TO A DEAD END THE
WORK OF THE MINSK GROUP AND THE CSCE. THE CHAIRMAN OF
THE COMMITTEE OF SENIOR REPRESENTATIVES PUT ON THE
RECORD A STATEMENT WHICH ENABLES AZERBAIJAN TO AVOID
FURTHER NEGOTIATIONS, AND WHICH LINKS THE CEASEFIRE TO
WITHDR/WAL OF ARMENIA FORCES FROM KELBAJAR.
"THE REPUBLIC OF NAGORNO-KARABAKH HAS SAID REPEATELY
THAT MILITARY ACTION WAS FORCED UPON IT BY AZERBAIJAN,
AND THESE FORCES MUST PROTECT THE SECURITY OF THE
POPULATION AND THE INVIOLABILITY OF THE NK REPUBLIC
BORDERS. AZERBAIJAN CONTINUOUSLY REFUSES TO NEGOTIATE
TO SOLVE THE CONFLICT.

HIMSELF, DESPITE THE POLITICAL FORMULA ACCEPTED ONE
YEAR AGO THE BY THE CSCE.

REPUBLIC, AS I T PROMOTES THE POLICY OF AZERBAIJAN TO
SOLVE THE PROBLEM BY MILITARY MEANS, AND FAVORS THE
INTENSIFYING OF MILITARY ACTIONS.

DELEGATION HAS INFORMED USDEL THAT THE INITIAL (PHASE
I ) MONITORING MISSION TO NAGORNO KARABAKH IS SCHEDULED
TO DEPART VIENNA AUSTRIA ON 281000 MAY. THIS MESSAGE
OUTLINES RECOMMENDATIONS FOR US SUPPORT TO THIS
MISSION. SEE ACTION REQUESTS AT PARA 5,6 AND 7. END
SUMMARY.
3. AIRLIFT SUPPORT FOR PHASE I OF THIS MISSION HAS
BEEN APPROVED PER REFERENCE ABOVE. ADDITIONAL REQUESTS
FOR PHASE I I (ON/ABOUT 9 JUNE) AND I I I (ON/ABOUT 28
JUNE)ARE ANTICIPATED. A PROJECTED ITINERARY FOR PHASE
