RUSSIA, BASES AND KARABAKH
1. "AZADLIQ" (FREEDOM), ORGAN OF THE AZERBAIJAN POPULAR
FRONT, APR 9 PUBLISHED AN ANALYSIS BY UNNAMED AUTHORS FROM
"TURAN" WIRE SERVICE CONCERNIN RUSSIA MEDIATION ON
NAGORNO-KARABAKH:
"NEW TRENDS (OF POSSIBLY WIDENING THE KARABAKH CONFLICT)
ENCOURAGE RUSSIA TO WIDEN ITS PEACEKEEPING EFFORTS.
RUSSIA CONSIDERS THESE EFFORTS TO BE A CIVILIZED FORM OF
WIDENING ITS ZONE OF INFLUENCE. IN SPITE OF ANY AND ALL
DIFFICULTIES, M S O INTENDS TO REGAIN ITS MONOPOLY RIGHTS
OCW
IN THE FIELDS OF MILITARY, POLITICAL AND ECONOMIC
INFLUENCE AS SOON AS POSSIBLE.
"RUSSIA IS RUSHING FOR SEVERAL REASONS. WHILE LAST YEAR
THE U.S. CONSIDERED THE CAUCASUS A TRADITIONAL ZONE OF
RUSSIA'S INTERESTS, NOW THE CONTENT OF OFFICIAL (U.S.)
STATEMENTS ON THE ISSUE HAS CHANGED. SINCE JANUARY 1994,
WASHINGTON HAS BECOME MORE SERIOUS REGARDING POLITICAL
PROCESSES IN THE POST-SOVIET REGIONS, PARTICULARLY THE
INCREASE OF RUSSIA'S ROLE IN THE REGION. THE WHITE HOUSE
CONSTANTLY STATES THAT M S O SHOULD CEASE ITS IMPERIAL
OCW
EFFORTS TO IMPOSE ITS INTERESTS UPON NEIGHBORING
COUNTRIES. AND (THE U.S.) REPEATEDLY ADVANCES THE THESIS
THAT RUSSIAN TROOPS CAN BE SENT TO THE CIS COUNTRIES ONLY
IN CASE THOSE COUNTRIES APPROVE.

"...SO HEYDAR ALIYEV STILL HAS A CHANCE TO CONTINUE HIS
GAME OF UNCERTAINTY WITH RUSSIA, EVEN THOUGH IT IS RATHER
DANGEROUS. BUT THIS GAME CANNOT LAST A LONG TIME."
2. "SEHER" (MORNING), QUASI-INDEPENDENT DAILY, APR 9
FRONTPAGED A COMMENTARY ON PRESIDENT YELTSIN'S APR 5
STATEMENT ABOUT RUSSIA'S HOPES FOR MILITARY BASES IN THE
FORMER SOVIET REPUBLICS. CORRESPONDENT CHINGIZ ALESKER
(NO FURTHER INFORMATION) WROTE:
"ONLY LATVIA HARSHLY RESPONDED TO PRESIDENT YELTSIN'S
STATEMENT ISSUED ON APR 5 ABOUT RUSSIA'S PLANS TO PLACE 30
MILITARY BASES IN THE CIS COUNTRIES AND LATVIA. RUSSIAN
DIPLOMATS, WHO WERE HORRIFIED BY POSSIBLE DAMAGE TO THE
IMAGE OF RUSSIA'S FOREIGN POLICY WHICH MIGHT BE MADE BY
THE STATEMENT, RUSHED FORWARD WITH AN EXPLANATION: IT
HAPPENED BECAUSE (RUSSIA'S) MINISTRY OF DEFENSE HAD GIVEN
WRONG INFORMATION TO PRESIDENT (YELTSIN) .
"IS THIS TRUE? WE WOULD BELIEVE THIS VERSION I F THERE HAD
NOT BEEN RUSSIAN MINISTER OF DEFENSE PAVEL GRACHEV'S
STATEMENT ON THE EVE OF THE RUSSIAN PRESIDENT'S VISIT TO
GEORGIA THIS FEBRUARY. THE GENERAL CLEARLY STATED THAT
RUSSIA PLANS TO PLACE FIVE MILITARY BASES IN THE CAUCASIAN
COUNTRIES. WHILE AT THAT TIME NOBODY DENIED THE
STATEMENT, NOW THERE ARE REASONS TO BELIEVE THE REFERENCE
TO 30 BASES. BUT WHY DID THE DENIAL APPEAR ATNTHIS TIME?
"THE FIRST ASSUMPTION IS THAT THE MINISTRY OF DEFENSE HAD
THE PLAN AND THE RUSSIAN PRESIDENT KNEW ABOUT I T . TO PUT
IT SIMPLY, BORIS YELTSIN RUSHED TO SUGGEST THE 'FOOD' HAD
NOT BEEN COMPLETELY PREPARED IN THE 'POLITICAL KITCHEN.'
"(THE SECOND) ASSUMPTION: PERHAPS (YELTSIN'S STATEMENT)
WAS JUST THE NEXT POLITICAL STEP AND BY TAKING IT RUSSIA'S
FAR-LOOKING DIPLOMACY WANTS TO INFLUENCE THE WESTERN
EUROPEAN NATIONS, AS WELL AS TO ESTABLISH A BASIS FOR ITS
FUTURE PLANS.
"A THIRD ASSUMPTION MIGHT ALSO BE POSSIBLE: SOMEBODY
MIXED UP THE STATEMENTS, AS USED TO HAPPEN WITH THE FORMER
SOVIET LEADERSHIP. IN OTHER WORDS, THE STATEMENT PREPARED
FOR YELTSIN WAS SUPPOSED TO HAVE BEEN READ TO ANOTHER,
MORE LIMITED AUDIENCE.
"ALL (THESE ASSUMPTIONS) MIGHT BE SUMMARIZED BY THE IDEA
THAT SOMEBOD
Y IS DRAFTING PLANS FOR FUTURE PRESIDENTIAL
ELECTIONS IN RUSSIA."
3. "MUXALIFET" (OPPOSITION), AN INDEPENDENT OPPOSITION
PAPER, APR 9 PRINTED AN ARTICLE BY MUSTAFA HACILI (NO
FURTHER INFORMATION) CONCERNING THE SITUATION IN THE
FORMER YUGOSLAVIA. THE ARTICLE WAS HEADLINED "WILL THE
INTERNATIONAL ORGANIZATIONS BE ABLE TO SOLVE THE BOSNIAN
CRISIS?" THE AUTHOR DID NOT ANSWER THAT QUESTION, BUT
