Scope and Content
The materials in FOIA 2011-1038-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA 2011-1038-F deals with records regarding Lithuania during the Clinton administration. Located
on the eastern shore of the Baltic Sea in Northern Europe, Lithuania proclaimed its independence from
the Soviet Union on March 11, 1990. Responsive records regarding the newly independent country
include letters, memoranda, drafts, Presidential messages, emails, cables, and news articles. The records
center around Lithuania’s economic development; the desire to join the North Atlantic Treaty
Organization (NATO), the European Union (EU) and the World Trade Organization (WTO); the
controversial Williams Oil deal; and Holocaust-related issues. There is a great deal of crossover of
Clinton-era documents dealing with the Baltic States, and therefore research into the records of Estonia
and Latvia is recommended for a more rounded perspective of the region.
Congressional correspondence from the files of the White House Office of Records Management
(WHORM) is included on various topics, including the removal of all Russian troops from the Baltic
nations, the trial of alleged Nazi Aleksandras Lileikis, and Lithuania’s membership in NATO.

�WHORM files also include records regarding the appointment/resignation of the following
Ambassadors to Lithuania: Darryl Johnson (1992-1994), James Swihart (1994-1997), Keith Smith
(1997-2000), and John Tefft (2000-2003).
In 1999, Lithuania sold control of the country’s major oil refinery to the Oklahoma based Williams
International. Failout from the sale resulted in the resignation of Lithuania’s Prime Minister Rolandas
Paksas, Finance Minister Jonas Liongianas, and Economics Minister Eugenijus Maldekis. Paksas cited
the great financial burden the sale placed on the government as his reason for opposition. Responsive
records include news articles and email.
Holocaust- related records include letters, cables, emails, and news articles pushing for the trial of
alleged Nazis war criminal Aleksandras Lileikis. Lileikis was stripped of his U.S. citizenship in 1996
and returned to Lithuania for trial, which had to be suspended due to poor health. Lileikis died on
September 26, 2000, at the age of 93 before he could be tried for his alleged crimes. Also included are
records regarding the 2000 Vilnius International Forum on Holocaust-Era Looted Cultural Assets.
Records related to the signing of the 1998 Charter of Partnership with the U.S. and Estonia, Latvia, and
Lithuania, also known as the Baltic Carter, are included. Both the scheduling proposal for the event and
the schedule for the ceremony itself are included. A thank-you letter to President Clinton from
Lithuanian President Brazauskas following the signing is also included.
Routine head of state correspondence is also included. On the 60th anniversary of the Soviet occupation
of Lithuania, President Adamkus wrote President Clinton thanking the U.S. for its policy of nonrecognition of the Baltic states when it was part of the U.S.S.R. A 1999 cable from President Clinton
congratulating Lithuania on their invitation to join the European Union and a cable from President
Clinton, marking the 10th anniversary of the restoration of Lithuania’s independence, are both included,
as are numerous invitations to visit Lithuania and the Lithuanian Embassy.
System of Arrangement
Records that are responsive to this FOIA request were found in these collection areas – Clinton
Presidential Records: White House Office of Records Management (WHORM) Alpha Files; Clinton
Presidential Records: WHORM Subject Files; Clinton Presidential Records: WHORM (OP); Clinton
Presidential Records: WHORM Unclassified NSC Records Management System; Clinton Presidential
Records: White House Staff and Office Files; and Clinton Presidential Records: NSC Cable, Email, and
Records Management Systems.
The White House Office of Records Management (WHORM) contains a variety of series created to
organize and track documents and correspondence. The WHORM Subject file was compiled by the
White House Office of Records Management and is a series of categories designated by a letter/number
combination.
Staff and Office files were maintained at the folder level by staff members within their individual offices
and document all levels of administration activity.
WHORM files are processed at the document level; whereas Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area.
