Scope and Content
The materials in FOIA 2007-1634-F are a selective body of documents responsive to the topic of
the FOIA. Researchers should consult the archivist about related materials.
From the chaos of civil war, following the Soviet Union’s withdrawal from Afghanistan in 1989,
emerged a group of fundamentalist Sunni Muslims known as the Taliban. A name was taken
from the Arabic word “taleb,” which means student. The Taliban, which is mostly made up of
Afghanistan Pashtun tribes, took control of Kabul in September 1996 and established the
Islamic Emirate of Afghanistan. Led by Mullah Mohammed Omar, the Taliban have become
imfamously known for their strict interpretation of Sharia Law and their severe methods of
enforcement. Among the international community, the Taliban has been condemned

�particularily for their brutal repression of women. Nevertheless, the Taliban gained diplomatic
recognition from Pakistan, Saudi Arabia and the United Arab Emirates.
While possessing the potential for significant development, Pakistan has been plagued by
political instability, corruption and poverty. In effort to further its own influence in the region
and perhaps limit Iranian influence to its east, Pakistan chose to support to the Taliban in
Afghanistan. To its northwest, Pakistan has been interested in establishing control over the
disputed territories of Kashmir currently held by India.
Records to be open in this case consist primarily of correspondence between members of
Congress and the President concerning the issue of terrorism and Pakistan, press briefings, and
relevant news articles.
The majority of these records related to this FOIA case are closed for national security reasons.
Several records which may be responsive to this FOIA request were previously processed
pursuant to FOIA requests 2006-0228-F and 2006-1700-F.
System of Arrangement
Records that may be responsive to this FOIA request were found in these collection areas Clinton Presidential Records: White House Staff and Office Files; Clinton Presidential Records:
ARMS Emails, and Clinton Presidential Records: NSC Cable, Email, and Records Management
Systems.
Staff and Office files were maintained at the folder level by staff members within their individual
offices and document all levels of administration activity.
Staff and Office files are processed at the folder level, that is, individual documents are not
selected and removed from a folder for processing. While this method maintains folder integrity,
it frequently results in the incidental processing of documents that are not wholly responsive to
the subject area.
The Automated Records Management System (ARMS) is a database that contains email records
of the Executive Office of the President. This system maintained unclassified Presidential email.
The ARMS database is comprised of seven sub-series of email records called "buckets." The
buckets generally represent a specific White House office. The buckets are titled: NPR for
National Performance Review, OPD for Office of Policy Development, POTUS for President of
the United States, WHO for White House Office, CEA for Council of Economic Advisers,
Default for emails not associated with an office, and NSC for National Security Council.

This collection consists of National Security Council (NSC) Records Management System (RMS) documents. These RMS documents contain correspondence between President Clinton and members of Congress concerning terrorism and Pakistan.
