Scope and Content
The materials in 2009-0140-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
Rahm Emanuel established ties with Bill Clinton by being appointed director of the finance
committee for his 1992 Presidential campaign. From there he moved on to the White House, where he
held positions of Assistant to the President for Political Affairs and Senior Advisor to the President for
Policy and Strategy. In this capacity Emanuel played a leading role in the inception of NAFTA and
universal health care.
FOIA request 2009-0140-F consists of publications, books, papers, reports, pamphlets, memoranda,
polls, notes, emails, newspaper articles, and briefing papers. These materials range across several
offices and taken together give a general representation of the type of activities Rahm Emanuel
engaged in while serving in the Clinton Administration. Issues he focused on include crime, NAFTA,
law enforcement, health care, and education.

�The records of the Chief of Staff (at least in the case of Emanuel) are comprised primarily of
publications, books, and other similar material. For instance, two books detailing the specifics of the
Budget of the United States Government for fiscal year 1994 can be found here, numerous publications
and the like centered around the issue of crime and its prevention are featured prominently, and the
topics of immigration, child support, national drug control strategy, social security, and the environment
show up repeatedly throughout this section of the FOIA case.
The records of Communications consist principally of correspondence, memoranda, speech drafts, polls,
talking points, newspaper articles, reports, graphs, charts, and transcripts. One particular area
addresses the issue of NAFTA and possible business opportunities afforded it in the Congressional
districts of specific representatives. These documents take the form of reports focusing on the political
background of the representative, industries that would benefit from the introduction of NAFTA, and
very specific statistics usually supplied by the Department of Commerce showing how and to what
extent the denoted industry would benefit from the passage of the new legislation.
In addition, in Communications, policy memos can be found. Crime/violence, crime
bill negotiations, crime bill votes, assault weapons, crime bill conference, crime bill strategy, and health
care can be found. Emanuel outlines in detail what he thinks is the appropriate course of action for each
subject.
The records of Political Affairs consist largely of books, memoranda, lists, talking points, newspaper
articles, correspondence, charts, graphs, press releases, polls, and publications. Emanuel received much
correspondence from outside sources about the policy President Clinton should pursue to combat
AIDS (Acquired Immunodeficiency Syndrome). In addition, Emanuel was tasked with organizing the
Northwest Forest Summit held in April 1993.
System of Arrangement
Records that were responsive to this request were found in these collection areas—Clinton Presidential
Records: White House Staff and Office Files. In the Staff and Office Files of Rahm Emanuel there was
one 3 ½” diskette containing various reports. The material from this disk has been processed
electronically and is available for research in an electronic format.
Staff and Office Files were maintained at the folder level by staff members within their individual
offices and document all levels of administration activity.
