Sustained Public Support
The President's economic program has received an extraordinary
reception from the American people. The public watched his "Joint Session"
address in record numbers and with an intensity of concentration unmatched
in our time. And while the president proposed broad-based tax increases, his
popularity rose sharply after the speech. The American people favor the
program by very large margins, and their support has held steady through the
entire week of Republican attacks.
This assessment is based on our own national surveys but also on the
wave of media surveys: LA Times, CBS, CNN/Time, Newsweek/Gallup, ABC,
U.S. News, and Times Mirror. All the surveys show the same pattern: high
and steady public approval. The main points are summarized below:
The public watched the speech in "Super Bowl" numbers and
with extraordinary concentration. Times-Mirror states, "the
Clinton program has received more public attention than any
presidential policy or proposal in the history of Times Mirror's
public interest surveys." Almost two-thirds have discussed the
plan with friends and neighbors and 48 percent say they paid
"very close" attention" (compared to 34 percent during the
Bush-Congress budget deal).
The speech changed the mood of the country: a 10 point
increase in the percentage thinking the country is headed in the
right direction.
�By nearly 2.5 to 1, the public supports the Clinton economic
program. Nearly every poll shows support over 60 percent
(between 59 and 64) - and unchanged a week after the speech.
The program is opposed by just a quarter of the public,
concentrated heavily among strong Republicans. Perot supporters are now big supporters of the Clinton economic program
(61 to 24 percent).
The President is winning the debate with the Republicans in
Congress hands-down:
Nearly 70 percent say the Clinton program is "fair."
Nearly 75 percent say the Clinton program is "real
change."
On "ideas," the public turns to the President, not the
Republicans, by 56 to 24 percent - a 32 point presidential advantage.
On addressing the problems of greatest concern, the
public turns to the Democrats by 20 points over the
Republicans.
The President's popularity - against all conventional wisdom rose sharply after presenting his economic program, including
higher taxes. His positive job performance is now near 60
percent - up 7 points (CNN), up 7 points (LA Times) and up
11 points (CBS). Indeed, the scope of Clinton's popularity is
underestimated, because Republicans have become polarized
and negative.
Among Democrats, Clinton's performance is viewed
positively, by a 7 to 1 ratio.
Among independents, his performance is viewed positively, by a 3 to 1 ratio.
Clinton's biggest gains have been registered among Perot
supporters.
GREENBERG-LAKE
�The Republicans are in trouble: just 32 percent now remember
voting for Bush; the Democrats enjoy a mid-teens advantage in
party identification and a near 20 point advantage in addressing
America's problems; Reagan's popularity has dropped sharply
in the past 2 weeks. The Republican line-of-attack - that this
is "atypical liberal tax and spend" policy - is the least plausible
critique of the program.
The biggest gains for Clinton, after the speech, came among
seniors, moderate Democrats and Perot supporters. Support for
the program cuts across regions of the country and even
winning broad support among white southerners (56 to 35
percent).
The public believes this is a balanced program where everybody
is asked to contribute. They favor the economic stimulus
program (81 percent) and the long-term investments; they want
the stimulus to get the country moving even if there are signs
of recovery (65 to 27 percent). People are happy that the
deficit will be going down which they consider a major accomplishment.

<p>Michael Waldman was Assistant to the President and Director of Speechwriting from 1995-1999. His responsibilities were writing and editing nearly 2,000 speeches, which included four State of the Union speeches and two Inaugural Addresses. From 1993 -1995 he served as Special Assistant to the President for Policy Coordination.</p>
<p>The collection generally consists of copies of speeches and speech drafts, talking points, memoranda, background material, correspondence, reports, handwritten notes, articles, clippings, and presidential schedules. A large volume of this collection was for the State of the Union speeches. Many of the speech drafts are heavily annotated with additions or deletions. There are a lot of articles and clippings in this collection.</p>
