BUSINESS BRIEFING ON
REEMPLOYMENT ACT
Here are talking points for the business group. Your main purpose is to
emphasize WH support. You won't be expected to know the ins and outs.
* This is a top priority for the President and the administration.
We view GATT and the Reemployment Act as the two major pieces of
economic legislation that we are must pass before the end of the year.
We are committed to passing REA this year.
Time is running out, as the elections approach and the congressional
calendar grows ever more crowded.
* We want to enact this in a bipartisan fashion. We are working with
Republicans in the Senate and House to meet their concerns.
NOTE: The chief GOP issue is "consolidation" -- we consolidate six
programs, they want to consolidate and reinvent many more. In the Senate,
Kennedy and Kassebaum are working together on this; in the House, Ford
and Gunderson are discussing it. We do not have policy reasons to oppose
further consolidation; we just don't want it to happen instead of the REA.
* Business support is critical.
Business needs to let lawmakers know -- especially Republicans -- that this
is not a partisan issue, but an issue that is critical to our economic future.
You need to make the connection to GATT -- a durable coalition for open
trade, for economic change, depends on workers feeling secure, knowing that
they can benefit from economic change. We are looking to liberalize trade
throughout Latin America and beyond. We don't want to be forced to have
a NAFTA-level fight every time there's a trade agreement.
��INTERNAL TALKING POINTS FOR PRESS CALLS ON THE REA
1.
The Re-employment Act is one of the President's top Legislative priorities for 1994.
2.
The Re-employment Act is one of the two major pieces of economic legislation the
President wants passed by the end of the year. (GATT is the other piece)
3.
The President is expected to discuss the Re-employment Act in his address tomorrow
to the Business Roundtable.
4.
The Re-employment Act comes within the jurisdiction of:
Senate Finance Committee;
Senate Labor and Human Resources Committee;
House Education and Labor Committee;
House Ways and Means Committees.
5.
The Re-employment Act will establish a comprehensive re-employment program for
dislocated workers by:
- establishing one-stop career centers to provide job seekers with
a common point of access to employment, education, and
training information and services;
- establishing a National Labor Information System to provide
universal access to up-to-date and comprehensive job
information;
- establishing re-employment insurance beyond the normal
benefit length for laid-off workers who are in long-term
re-training;
- consolidating six current labor department programs and
encouraging states to consolidate up to twenty additional
programs ;
- promoting innovative programs to serve economically
disadvantaged youths and adults by permitting the Secretary of
Labor to waive federal regulatory and statutory requirements.

<p>Michael Waldman was Assistant to the President and Director of Speechwriting from 1995-1999. His responsibilities were writing and editing nearly 2,000 speeches, which included four State of the Union speeches and two Inaugural Addresses. From 1993 -1995 he served as Special Assistant to the President for Policy Coordination.</p>
<p>The collection generally consists of copies of speeches and speech drafts, talking points, memoranda, background material, correspondence, reports, handwritten notes, articles, clippings, and presidential schedules. A large volume of this collection was for the State of the Union speeches. Many of the speech drafts are heavily annotated with additions or deletions. There are a lot of articles and clippings in this collection.</p>
