I f you don't mind, I ' l l respond to your worker p r o f i l i n g question
f i r s t , and then come bak to the others i n a separate note. There
are a l o t of ideas chasing around i n your memo, and I would l i k e
to think about some of them a b i t more to t r y to be sure I catch
them.
Yes, the REA does have savings scored to i t , but not due to worker
profiling.
The savings we did score i n REA were necessary to offset the cost
of the DOL income support proposal. Savings due to worker
p r o f i l i n g were captured l a s t year i n the Administration's economic
l e g i s l a t i o n where worker profiling was proposed and enacted. (The
other UI reforms i n REA also were proposed, I r e c a l l , but not
enacted.) While worker profiling i s part of the REA philosophy,
i t i s not an e x p l i c i t provision i n the b i l l .
For reference, the savings i n the REA are for: 1) repeal of TAA
and the NAFTA-TAA Bridge programs, 2) extension of the .2% FUTA
tax (by far the largest saver) and, 3) instituting voluntary
withholding on UI benefits. There seems to be some confusion
about the l a t t e r saving on the H i l l . UI benefits are now f u l l y
taxable, but the tax ( i f any) i s paid i n April when income tax
returns are f i l e d . The REA savings proposal allows a UI recipient
to elect to have taxes withheld from the benefit check. Our b i l l
estimates savings at about $100 M almost a l l of which occurs i n
,
the f i r s t year.
The savings we scored for worker profiling l a s t year were based on
an assumption that profiled workers would get back into the labor
market e a r l i e r than they would otherwise. There i s some evidence
(weak, and we're not as high on i t s efficacy as DOL) that t h i s i s
�the case.

<p>Michael Waldman was Assistant to the President and Director of Speechwriting from 1995-1999. His responsibilities were writing and editing nearly 2,000 speeches, which included four State of the Union speeches and two Inaugural Addresses. From 1993 -1995 he served as Special Assistant to the President for Policy Coordination.</p>
<p>The collection generally consists of copies of speeches and speech drafts, talking points, memoranda, background material, correspondence, reports, handwritten notes, articles, clippings, and presidential schedules. A large volume of this collection was for the State of the Union speeches. Many of the speech drafts are heavily annotated with additions or deletions. There are a lot of articles and clippings in this collection.</p>
