Dear Colleague,
The good news is that new jobs are
being created — over 2 million
between February of 1993 and
March of this year. Just as
important, according to recent BLS
estimates, set out in the chart at the
right, a growing proportion of these
jobs are good jobs that pay well
and provide workers qualified to
take them with long-term career
opportunities.

The bad news is that
dislocated workers are being left behind. The number of workers who find
themselves dislocated -- who are not just on temporary layoff, but have
permanently lost their jobs and often their careers ~ is at the highest level
ever recorded. This year, a minimum of 2.2 million working men and
women will find themselves dislocated from jobs and careers. Adding to
this crisis, the average length of unemployment for these dislocated
workers is at near post-war records.
As members of a working group dedicated to helping workers get
good jobs, we urge you to work with us to j^ass the Reemployment Act of
1994 and give dislocated workers, and other unemployed workers, the job
search, counseling, training, education and income assistance they need to
connect with and compete effectively for these new good jobs. The
Reemployment Act gives dislocated workers what they need to once again
be able to contribute to a prosperous future for themselves, their families,
and their communities.

Dear Colleague,
As members of a working group dedicated to helping workers get good jobs,
we urge you to work with us to pass the Reemployment Act of 1994. The Act
would transform our antiquated unemployment programs into a reemployment
system that would give dislocated workers, and other unemployed workers, the job
search, counseling, training, education and income assistance they need to connect
with and compete effectively for new good jobs.
The Reemployment Act of 1994 would provide:

Universal Access — When fully implemented, reemployment assistance
and services will be provided to all dislocated workers, regardless of the
reason for dislocation;
/
One-Stop Delivery -- The current confusing maze of narrow categorical
programs serving separate populations are partially consolidated and
replaced by quality basic services provided by a single streamlined system
easily accessible to all workers;
• Individualized Reemployment Services and Training ~ a full range of
services, including early outreach and intervention, assessment and
counseling, and career planning linked to real jobs, along with more
intensive long-term training and education ~ with income support ~ for
workers found in need of these services;
• Labor Market Information That Links Workers to Real Jobs - A national
labor market information system designed to link workers and employers;
• Programs Required to Produce Real-World Results - Reemployment
assistance, training and education services will be market-driven and judged
on whether or not they connect real workers to real jobs — good jobs.
The Reemployment Act gives workers what they need to once again be able
to contribute to a prosperous future for themselves, for their families, and for their

<p>Michael Waldman was Assistant to the President and Director of Speechwriting from 1995-1999. His responsibilities were writing and editing nearly 2,000 speeches, which included four State of the Union speeches and two Inaugural Addresses. From 1993 -1995 he served as Special Assistant to the President for Policy Coordination.</p>
<p>The collection generally consists of copies of speeches and speech drafts, talking points, memoranda, background material, correspondence, reports, handwritten notes, articles, clippings, and presidential schedules. A large volume of this collection was for the State of the Union speeches. Many of the speech drafts are heavily annotated with additions or deletions. There are a lot of articles and clippings in this collection.</p>
