Senate Finance Hearing on Reemployment A c t , 5/26
S e c r e t a r y Reich i s scheduled t o t e s t i f y b e f o r e the. Senate
Finance Committee on May 26th on t h e Reemployment A c t . T h i s w i l l
be t h e f i r s t p u b l i c h e a r i n g o p p o r t u n i t y t o d i s c u s s t h e
"unemployment t o reemployment" aspects o f t h e b i l l .
We had a v e r y p o s i t i v e meeting w i t h Chairman Moynihan and
O'Donnell, and we are w o r k i n g w i t h t h e Committee s t a f f t o shape
the h e a r i n g around these key themes;
1)
The c u r r e n t unemployment system i s designed t o d e a l w i t h
y e s t e r d a y ' s problem o f c y c l i c a l unemployemnt, n o t w i t h today's
problem, s t r u c t u r a l change. The obsolescence o f t h e systems has
c o s t s t o workers and b u s i n e s s .
2) The REA r e f o r m s t h e c u r r e n t system based on t h e evidence
of "what works" c r e a t i n g g r e a t e r f l e x i b i l i t y i n t h e U I system and
i n t e g r a t i n g UI and t r a i n i n g t o assure income s u p p o r t f o r workers
i n long-term t r a i n i n g
3) These r e f o r m s are p a i d f o r t h r o u g h t h e r e d e d i c a t i o n o f
the .2% FUTA Surcharge, a s m a l l c o s t o f $14 per worker per year
which businesses have been p a y i n g s i n c e 1977. Now, we want t o
assure t h a t t h e s e funds are used f o r t h e purpose t h e y were
i n t e n d e d , h e l p i n g unemployed workers i n a p e r i o d o f j o b
t r a n s i t i o n and p r e p a r i n g them t o t a k e new and b e t t e r j o b s .
4) I n an e f f o r t t o b e t t e r serve workers d i s l o c a t e d f o r any
cause, we are moving t o c o n s o l i d a t e TAA and t h e NAFTA b r i d g e
program.
To a v o i d harm t o any d i s l o c a t e d d u r i n g t h i s p e r i o d o f
t r a n s i t i o n , we w i l l h o l d TAA r e c i p i e n t s harmless u n t i l we a r e
f u l l y ramped up i n 1999.
5) T h i s i s t h e t h i r d p i e c e o f our l i f e l o n g l e a r n i n g agenda
which we can be enacted t h i s year, and l i k e Goals 2000 and
School-To-Work, i t should be a b i - p a r t i s a n e f f o r t .
We have been v/orking w i t h Senators and s t a f f t o l i n e up
presence, a c t i v e s u p p o r t , opening s t a t e m e n t s , key q u e s t i o n s e t .
a l . f o r t h e A d m i n i s t r a t i o n ' s p r o p o s a l . Among Democrats, Chairman
Moynihan and Senators B r a d l e y , M i t c h e l l , P r y o r , R i e g l e ,
R o c k e f e l l e r , Daschle, and Breaux are cosponsors. We are s t i l l
w o r k i n g on Senators Baucus, Boren, and Conrad.

Among Republicans, t h e S e c r e t a r y has had p o s i t i v e meetings

Packwood n e x t week, and we a r e w o r k i n g w i t h Senators H a t f i e l d and
Packwood t o r e s o l v e an Oregon s t a t e problem. We a r e meeting w i t h
Senator Hatch p r i o r t o t h e h e a r i n g , and we've met w i t h Senator
D a n f o r t h as w e l l .

We need Senator Moynihan t o i n d i c a t e s t r o n g
support, f o r t h e b i l l a t t h e h e a r i n g , t o s i g n a l t h a t he i n t e n d s , t o
move REA t h i s year and t h a t he i s s e e k i n g Republican s u p p o r t .
Both Business Roundtable and N a t i o n a l A l l i a n c e o f Business have
sent s u p p o r t i v e l e t t e r s .

<p>Michael Waldman was Assistant to the President and Director of Speechwriting from 1995-1999. His responsibilities were writing and editing nearly 2,000 speeches, which included four State of the Union speeches and two Inaugural Addresses. From 1993 -1995 he served as Special Assistant to the President for Policy Coordination.</p>
<p>The collection generally consists of copies of speeches and speech drafts, talking points, memoranda, background material, correspondence, reports, handwritten notes, articles, clippings, and presidential schedules. A large volume of this collection was for the State of the Union speeches. Many of the speech drafts are heavily annotated with additions or deletions. There are a lot of articles and clippings in this collection.</p>
