T r a i n i n g Academy. D u r i n g t h e event, Dole accused t h e
A d m i n i s t r a t i o n o f d r a g g i n g i t s f e e t on t h e a d o p t i o n o f a n a t i o n a l
" i n s t a n t check" system t o approve gun s a l e s , and appeared t o back
away from h i s promise t o t h e NRA t o r e p e a l t h e ban on 17 a s s a u l t
weapons. Dole: "For t h e p a s t t h r e e y e a r s , t h e C l i n t o n J u s t i c e
Department has dragged i t s f e e t . As i s t y p i c a l i n Washington,
t h e y ' r e s t i l l s t u d y i n g t h e i s s u e . . . The C l i n t o n A d m i n i s t r a t i o n
needs t o g e t o f f t h e dime." Dole promised, i f e l e c t e d , t o have a
n a t i o n a l i n s t a n t check "by t h e end o f 1997." On a s s a u l t weapons,

Of t h e 17 weapons t h a t were

needed t o p u t a c a n d i d a t e on t h e b a l l o t . The Green P a r t y wants
t o q u a l i f y Ralph Nader as t h e i r P r e s i d e n t i a l c a n d i d a t e i n New
York. S i g n a t u r e s must be s u b m i t t e d by August 20. Ralph Nader i s
quoted i n the Green P a r t y news r e l e a s e (which i s a t t a c h e d ) , as
saying, "On the b i g economic i s s u e s o f f i s c a l p o l i c y , c o r p o r a t e
crime, c o r p o r a t e w e l f a r e and c o r p o r a t e abuse o f consumers and

The Supreme Court o f Arkansas r u l e d Monday t h a t Ross Perot's
Reform P a r t y f a i l e d t o meet a January 2nd p e t i t i o n d e a d l i n e . A t
the same t i m e , the o p i n i o n w r i t t e n by Chief J u s t i c e B r a d l e y
Jesson noted t h a t t h e r e are two s t a t e e l e c t i o n laws t h a t are i n

I reviewed t h e t e n t a t i v e n o t i o n s f o r p o l i c y on f a t h e r h o o d . I have concerns
about two o f t h e s u g g e s t i o n s . F i r s t , t h e idea o f denying c r e d i t cards
based on a data base causes some severe p r i v a c y problems (see t h e
Washington Post a r t i c l e on t h i s data base from e a r l i e r t h i s summer).
Moreover, i t appears t o p u t t h e p r i v a t e s e c t o r i n t o a r o l e o f economic cop
( i n a d d i t i o n t o b e i n g an unfunded mandate on t h e p r i v a t e s e c t o r ) . F i n a l l y ,
I am n o t sure t h a t denying c r e d i t c a r d a p p l i c a t i o n s serves t h e u n d e r l y i n g
purpose. I n many cases t h e use o f c r e d i t cards can a s s i s t t h e f i n a n c i a l
s t a b i l i t y and w e l l b e i n g o f f a t h e r s and t h e r e b y i n c r e a s e t h e i r chance o f
paying c h i l d support.
Second, t h e concept o f g r a n t s f o r marriage c o u n s e l i n g needs some
a d d i t i o n a l work. How does t h i s r e l a t e t o t h e c h a r i t a b l e c h o i c e p r o p o s a l s .
Are we p r o p o s i n g g i v i n g money t o r e l i g i o u s i n s t i t u t i o n s t o do t h e
c o u n s e l i n g . I f so, do we p l a n t o g i v e money t o a l l r e l i g i o u s groups (e.g.
p o l y g a m i s t Mormons)? How does t h i s r e l a t e t o same sex marriages? A r e we
going t o r e v i e w t h e c o n t e n t o f these courses? I f n o t , how t o we assure
q u a l i t y ? Are we p l a n n i n g t o leave i t t o t h e States? I f so, what p r e v e n t s
them from imposing r e s t r i c t i o n s on t h e money t h a t we d i s a g r e e w i t h ?

COMMUTE, OR SECURE MORE STABLE HOUSING.
THE WELFARE TO WORK TAX CREDIT PROVIDES A CREDIT EQUAL TO 3 5 PERCENT OF
THE FIRST $10,000 IN WAGES I N THE FIRST YEAR OF EMPLOYMENT, AND 50 PERCENT
OF THE FIRST $10,000 I N WAGES I N THE SECOND YEAR, TO ENCOURAGE HIRING AND
RETENTION OF LONG-TERM WELFARE RECIPIENTS. THE CREDIT COMPLEMENTS THE
WORK OPPORTUNITY TAXK CREDIT WHICH PROVIDES A CREDIT OF UP TO $2,400 FOR
THE FIRST YEAR OF WAGES FOR EIGHT GROUPS OF JOB SEEKERS.
INDIVIDUAL DEVELOPMENT ACCOUNTS (IDAs) EMPOWER LOW-INCOME FAMILIES TO SAVE
FOR A FIRST HOME, POST-SECONDARY EDUCATION, Or TO START A NEW BUSINESS.

a n y t h i n g about a l e g i s l a t i v e p r o p o s a l sponsored by Congressman Nadler t h a t
would a l l o w a US c i t i z e n , i n a permanent r e l a t i o n s h i p , t o sponsor h i s o r
her p a r t n e r f o r i m m i g r a t i o n . A t a NYC event i n October t h e P r e s i d e n t
endorsed t h i s concept s a y i n g t h a t he thought US i m m i g r a t i o n laws ought t o
be changed a l o n g t h i s l i n e .
F o l l o w i n g t h e P r e s i d e n t ' s comments, I r e n e Bueno c o n t a c t e d INS t o determine
i f any o t h e r c o u n t r i e s had s i m i l a r p o l i c i e s and how such a change i n
i m m i g r a t i o n law c o u l d work. The A d m i n i s t r a t i o n has n o t t a k e n a f o r m a l
p o s i t i o n on Congressman Nadler's "Permanent P a r t n e r I m m i g r a t i o n A c t o f
2000" and d i s c u s s i o n o f t h e l e g i s l a t i o n has been added t o t h e agenda o f
the WH I m m i g r a t i o n Working Group which meets t h i s Thursday.

know t h a t t h e DPC i s t a k i n g t h e l e a d on r e v i e w i n g Nadler's l e g i s l a t i o n and

Current INS i m m i g r a t i o n p o l i c y emphasizes " f a m i l y u n i f i c a t i o n " g i v i n g
p r i o r i t y t o spouses, c h i l d r e n , p a r e n t s and s i b l i n g s .

passing i n t h e c u r r e n t R e p u b l i c a n - l e d Congress. Nadler's Permanent P a r t n e r
I m m i g r a t i o n Act o f 2000 would a l l o w a U.S. c i t i z e n i n a permanent

The i s s u e has been t a l k e d about f o r years i n t h e gay and l e s b i a n
community, but Nadler's b i l l i s t h e f i r s t t o d e a l w i t h t h e t o p i c , s a i d L a v i
Soloway, chairman o f t h e New York City-based Lesbian and Gay I m m i g r a t i o n
R i g h t s Task Force.

Nadler's b i l l would i n t r o d u c e t h e term "permanent p a r t n e r " i n t o
sections
of i m m i g r a t i o n law d e a l i n g w i t h l e g a l l y m a r r i e d couples.

partners
would have t o demonstrate t h a t t h e y were i n an i n t i m a t e , committed
r e l a t i o n s h i p . Each p a r t n e r must be over 18 years o l d . C e r t a i n o t h e r
r e s t r i c t i o n s would a p p l y .
Thirteen other countries c u r r e n t l y provide immigration r i g h t s t o
same-sex
p a r t n e r s , i n c l u d i n g England, France, Canada and South A f r i c a , Soloway s a i d .

I have been very supportive of gays and lesbians during my
Administration.
I signed an executive order which p r o h i b i t s
d i s c r i m i n a t i o n based on sexual o r i e n t a t i o n i n the federal workplace.
I
believe that some next important steps we can take are passing the
Employment Non-Discrimination Act, which p r o h i b i t s workplace
d i s c r i m i n a t i o n against gays and lesbians.
I also believe that we must
pass t h i s year jnew federal hate crimes l e g i s l a t i o n which would p r o h i b i t
hate crimes based on sexual o r i e n t a t i o n . While I support more equal
treatment f o r domestic partners, I do not support formal r e c o g n i t i o n of
marriage between persons of the same sex.

President Clinton signed the Defense of Marriage Act (DOMA) into law on September 21, 1996. The Act declared that no state shall be required to recognize a same-gender marriage performed in another state. DOMA also defined marriage as only between a man and a woman for purposes of Federal law. This collection consists of files and email accounts from the White House staff related to The Defense of Marriage Act. The collection also contains records related to Hawaii Supreme Court’s Baehrs vs. Lewin, and California’s Proposition 22. The collection consists of clippings, emails, letters, memoranda, notes, press releases, and talking points concerning DOMA, same sex marriage, and domestic partnerships.
