Last week, I met w i t h o t h e r members o f t h e A d m i n i s t r a t i o n t o d i s c u s s
approaches t o t h e c o n t r o v e r s y r a i s e d by t h e Defense o f Marriage b i l l now
pending i n t h e Congress. D u r i n g t h e course o f t h e c o n v e r s a t i o n , one
p a r t i c i p a n t a t t e m p t e d t o e x p l a i n your p o s i t i o n on t h i s s u b j e c t . We were
t o l d t h a t w h i l e you t h i n k t h a t d i s c r i m i n a t i o n a g a i n s t gays and l e s b i a n s
should be e l i m i n a t e d , you a l s o t h i n k t h a t our r e l a t i o n s h i p s w i t h o u r l i f e
p a r t n e r s are somehow " d i f f e r e n t " from those o f h e t e r o s e x u a l husbands and
wives.
This announcement was f o l l o w e d by stunned s i l e n c e ,
a l l been r a b b i t punched i n t h e s o l a r p l e x u s .
I t was as i f we had
I ' do n o t d i s a g r e e w i t h t h e p o l i t i c a l c a l c u l u s t h a t compels your
o p p o s i t i o n t o same sex marriages. L i k e a l l o f t h e gay and l e s b i a n
members o f your A d m i n i s t r a t i o n , I don't want t o j e o p a r d i z e your chances
f o r r e e l e c t i o n because o f a c o n t r o v e r s i a l i s s u e t h a t prompts t h e
o p p o s i t i o n o f t h e v a s t m a j o r i t y o f t h e e l e c t o r a t e . However, I would hope
t h a t i n your h e a r t o f h e a r t s you would b e g i n t o understand and r e c o g n i z e
the v i s c e r a l importance o f t h i s i s s u e t o gay men and l e s b i a n s . Imagine
how you would f e e l i f H i l l a r y f e l l i l l and you were denied t h e r i g h t t o
v i s i t her i n the h o s p i t a l .
Imagine your f r u s t r a t i o n i f you t h o u g h t you^c
f a m i l y might t r y t o t h w a r t your t e s t a m e n t a r y wishes because t h e y
disapprove o f your choice o f l i f e p a r t n e r . Imagine t h e p a i n o f h a v i n g
your deepest and most i n t i m a t e r e l a t i o n s h i p c a r i c a t u r e d as "separate b u t
not even c l o s e t o e q u a l . "
I recognize t h a t most people do n o t understand homosexuality.
I myself
do n o t understand a l l t h a t has brought me t o t h i s time and t h i s p l a c e .
�B u t ' r do- b e l i e v e t h a t respect f o r our common humanity demands g r e a t e r
s e n s i t i v i t y and concern than has been d i s p l a y e d i n the past week. And I
hope t h a t the White House and campaign s t a f f w i l l b e g i n t o c h a r a c t e r i z e
your p o s i t i o n as o p p o s i t i o n t o gay marriage w i t h o u t unnecessary
e x p l a n a t i o n s t h a t o n l y cause h u r t and p a i n t o people who have l o y a l l y
supported you.

An account of the resource
President Clinton signed the Defense of Marriage Act (DOMA) into law on September 21, 1996. The Act declared that no state shall be required to recognize a same-gender marriage performed in another state. DOMA also defined marriage as only between a man and a woman for purposes of Federal law. This collection consists of files and email accounts from the White House staff related to The Defense of Marriage Act. The collection also contains records related to Hawaii Supreme Court’s Baehrs vs. Lewin, and California’s Proposition 22. The collection consists of clippings, emails, letters, memoranda, notes, press releases, and talking points concerning DOMA, same sex marriage, and domestic partnerships.
