Dear Mrs. Clinton:
I am quite sure you have had many, many letters written to you about the health care
system. Well I would like to add to that list.
I'm an injured worker that can't return to work and because of that have lost my health
insurance. My wife is an R.N. but the place she works for does not offer insurance at a
price we can afford. Although I have been given social security benefits based on a
disability I am not eligible for medical coverage for two years and my children will
never be. I have medical cost for medicine that averages $200.00 per month andfindit
very hard to pay. Also medical bills for my small children are very costly. Last week I
spent close to $600.00 Trying tofindout why my little boy 8 years old would have
stomach cramps and pain so much. We found out that he has a small ulcer and will
require medicine that we can't afford. His Doctor has given him the medicine so far and
we have been spared that cost, but that will end soon. Between mine and now Matthew's
medicine our cost is going up faster than we can keep up with.
I have seen my medicine cost go up so fast that I sometimes just do without because I
can't afford the medicine and pay bills at the same time. I feel a great urgency to feed
and clothe my children .
My wife and I are both republicans that voted for President Clinton with the hope that
we will see some relief in our medical cost. I think It is criminal that a country like ours
will not take care of its people.
Our Doctor bills have gotten so big that my wife or I will hardly go to the doctor unless
we just have to. We feel that our children must comefirst,and sometimes we need to
see our doctor but just don't go because we can't afford to pay the office call.
I think we should have a one payer system something similar to Canada. Or all
employers should be required to supply health insurance at a price that we can afford to
pay as our share of the cost. I was paying almost $200.00 per month for my family and
the company where my wife works is over $400.00 . We just don't have that kind of
money to pay out each month, now that I'm not working. Mrs. Clinton between office
calls, and drug prices rising so fast we people out in the real world are fast becoming
the people that will do without medical care, not just us parents, but for our "KIDS".

The following i s our own family's encounter with the AMA's
terminally i l l version of what they c a l l "quality" Health Care.

Joan takes the drug Zontac for control of her ulcer. According t o
a news report recently i t i s the #1, or almost, the highest voliam
drug of i t s kind sold i n the U.S. by Glaxco Corp. A very high
volumn drug and potential for immense p r o f i t s . On Sept.18, '93 the
price i n Portland was $89.97. On Oct. 10,'93 another 150 M was

purchased for $93.45, an increase of 3.72%. A pharmacist t e l l s us
the price of Zontac and many other drugs i s the same everywhere
c i t y t o c i t y , state t o state, snail and large pharmacies. A news
a r t i c l e quoted a Zontac price from Los Angeles, CA., the exact
same price as here i n Portland, $93.45. This suggests price fixing
by the drug companies. Considering the volumn of p i l l s that Glaxco
sells this represents an enourmous p r o f i t from a price increase on
one drug.

Her kidney infection has required long diagnosis and treatment. I f

I am a registered nurse with over 15 years in long term care, home care and nursing home
care.
When my mother was recently struggling with cancer, I took an extended leave of absence
from my job to assist my father in her care. She had fought the disease for over 3 years, but
became bedridden in October. My father at 73 could not care for her alone. They lived in
Romney, WVA, a small town with only limited home care and nursing home care.
I was very fortunate to have employers who were sympathetic and allowed the leave without
jeopardizing my position. I was able to use my vacation, personal days and sick leave. But
my paid days off were quickly dwindling. I needed to return to my home in Pennsylvania
and to my job. I was a single mother with a daughter in college.
We looked into home care. We couldfindno services that would provide it for the length of
time needed. I was becoming concerned about my father's health. I called nursing homes
within a 100 mile radius of their home; there were no beds available, even though we would
have paid privately for her care. My father and mother were living on Social Security and a
small VA pension. My mother's treatment and medications were exhausting their small
savings. Their saving made them ineligible for assistance, so they were willing to use their
life savings for her care. But there was no care to be had.
Mom had to be admitted to the small local hospital for dehydration. Her physician was very
caring and recognized our problems. After Mom was stabilized, she could be transferred to
their skilled long-term care unit under Medicare if she had a feeding tube put in—that would
qualify her for coverage. We were faced with keeping her alive with a feeding tube and
having part of her nursing home stay covered by Medicare or taking her home to die slowly
by starvation. And I had to return home. We decided to have the tube put in. And I went
home.
Mom died in January of 1992. I was fortunate enough to be with her. My father is now
faced with having a potentially life-threatening operation. We have started to take care of
some things. I have medical power of attorney. We went over his will and insurance. He
even discussed his funeral. He refuses to go to any hospital other than the VA. He saw what
Mom's bills were. He wants to leave what little money is left to my sister and me.
I understand there are no easy answers. But we must continue to give the decisions to the
individual and those decisions cannot be based on who will be paying for the care or if the
care is even available.
Pop is lucky. He has the VA and a daughter who's a nurse and a little savings to help her out
with her bills when she takes unpaid leave. There are many others who are not so lucky.

Dear Mrs. Clinton:
With your involvement in health care and benefit issues, I wanted to bring to
your attention something that recently happened to me and my business.
We.recently joined the Pennridge Chamber of Connnerce. One of the advantages
of joining the Chamber was that we would be considered part of a large organization, rather than a small business since we have only four employees. As a result
of our membership we were told we would be able to obtain medical insurance for our
employees at a rate consistent with being a large group, rather than a small group.
We applied for medical insurance for our employees on December 28, 1992.
We
were visited by Roger Perry from Diverse Technical Lines, the agent for Keystone
Health Plan East, the HMO we chose. We f i l l e d out a l l the forms, answered a l l the
questions t r u t h f u l l y , and forwarded our check i n the amount of $617.89 to the
agent.
One of the things -v reported on, the forms was the fact that one of our

employees had a heart attack f i v e years ago as a r e s u l t of smoking f o r many years.
The problem was s u r g i c a l l y corrected and he has been i n excellent health ever
since. He was discharged by his cardiologist and has no e x i s t i n g heart condition
since the surgery i n 1988.
He has never required any medication, nor has he ever
been on any s p e c i a l d i e t .
Needless to say, he immediately stopped smoking
following the heart a t t n t k .
Following our submission of the forms, we were called by the agent and asked
what medication our employee was on for his "heart condition". We told the agent
he was on no medication, had no existing "heart condition", and had recently had a
physical and was in very good health.
We kept calling the agent's office to inquire about the status of our application since our old insurance was due to be either renewed or cancelled by January
15. The agent was never available but was going to c a l l back...he never did. We
had to renew our old insurance policy in order to be sure that our employees were
covered. Meanwhile, the agent s t i l l had our check for $617.89.
On January 19 the agent finally returned our c a l l s and asked us i f we got "the
bad news". Apparently, our application for insurance coverage with Keystone had
been denied. The agent asked us Lf ve received the letter from Keystone. We had
not. The agent said he had no idea why we were refused coverage... i t could be due
to our employee's heart condition, or i t could be due to our small number of employees.

We f i n a l l y received the l e t t e r from Keystone dated January 19 at the end of
January.
In paragraph 4, i t states "we perform medical evaluations on a l l groups
of less than 25 e l i g i b l e employee l i v e s " . We know that the insurance company never
called our doctor to inquire about any medical h i s t o r i e s , therefore no "medical
evaluation" could have been performed. Also, by j o i n i n g the Chamber of Commerce we
were told we would be considered part of a large organization consisting of more
than 2,500 people. Therefore, we should not have been turned down because we were
too small.
We f e e l strongly that we have been discriminated against since none of our
employees has a.medical•condition that would preclude" our receiving Insurance, and
since we are part of a large"group of people.
After numerous phone c a l l s , the
agent for Keystone f i n a l l y returned our check f o r $617.89 to us i n the early part
of February, over two months after i t was given to him.
Why i s i t so d i f f i c u l t f o r a small business to obtain medical insurance when
they have met a l l the c r i t e r i a to do so? This was a major part of the Presidential
campaign and i s now your special area to oversee and resolve. That i s Che reason
we have sent you t h i s l e t t e r . We are not asking f o r c h a r i t y , we are asking^for an
equitable d i s t r i b u t i o n of insurance coverage between large firms that would pay
high insurance premium d o l l a r s , and small firms that would pay lower d o l l a r s .

As the owner of a moderate-sized janitorial company that covers 5 midwestern states, 1 need
for you to know that there is no way that we can stay in business if we have to pay for
health care for our workers. Even a cost of $50.00 per worker could wipe us out. Our
worker's compensation costs alone went up $22,000.00 a year this year.
Most of our 250 employees are part-time workers in janitorial (15-20 hrs. per week). The
turnover rate in the industry runs around 200%. Our profit margins are low (1-3%) already
and if you add healthcare costs on top of that, we simply will not be able to operate in the
black. We are not "cold-hearted" people. We care about our workers and we treat them
with respect and dignity. We simply cannot afford to buy them healthcare.
This country is built upon the small business. Please do not weaken American business
anymore than it is by adding the burden of healthcare. We're still struggling very hard with
the tough economy as it is.
Please re-distribute the big dollars in the health care field to take care of these people. Don't
go about it by driving small businesses out of business!

on a highway, and h i t them head-on. This accident
occurred on December 23, 1992—two days before
Christinas.
My mother i s s t i l l i n a coma. She
has a severe head i n j u r y , a broken l e f t w r i s t ,
r i g h t shoulder, r i g h t femur, and r i g h t ankle.
My f a t h e r has a minor head i n j u r y , broken l e f t

I am w r i t i n g to ask that you give some p r i o r i t y thinking and support to some
form of health care coverage f o r people who can't get coverage because of
p r i o r problems i n the past.
My son had balloon surgery f o r h i s heart 5 years ago and has never had any more
problems at a l l . . . d o e s not have to see a Sector...does not have to take any
heart medications at a l l . . . a l l during these years.
But...he can get no coverage from any company because of that record 5 years ago.
At the-presSttrriine" tie i s on tha COBRA coverage from from his e x - w i f e ' s policy.
That COBRA coverage runs out i n j u s t a very few months now..and he has no where
to turn to to get health coverage. A l l companies say "no" j u s t as soon as he shows
on an application form that he had that trouble so long ago.
He has been told that he can get on the State of Tennessee's T-Chips program f o r
h i g h - r i s k people. But that cost w i l l be almost $400.00 per month and his small
income t o t a l s about $500.00 per month.
So, camon sense says that he c a n ' t pay that kind of prices...and only have about
$100.00 to pay a l l other expenses such as u t i l i t i e s and food and etc.
How i n the world can the poor and sick people endure such a deal as they are
being handed..with no f a u l t of t h e i r own? I f given a chance, my son could pay
ordinary costs f o r a policy, but not at the rate the companies deal out now.
PLEASE...try to get something going at once to help the every-day-citizen of this
country. I n j u s t a few months, hisCOBRA expires and then he w i l l be at the mercy
of the medical i n s t i t u t i o n s . . . w i t h no coverage at a l l .

In 1968, I was working In Alrln, Texas, when one morning when I
woke up, my right leg was completely numb and paralyzed. I t was
later diagnosed as herniated discs in my back. Eventually I was
operated on to allieviate the numbness and paralysis- The operation was only a partial succees since there are s t i l l placec in
ray leg and foot which are s t i l l numb and paralyzed. I have been
ruled completely disabled by Social Security and hare been recei•ing disability benefits from Social Security since 1988. This
was not a work related injury so I was not eligible for Workmans
Compensation. I hare completely used up what satings I had to
supplement the Social Security benefits to live*
Several months ago, I suffered a severe heart attack which almost
killed me. Fortunately, I survived and underwent triple by-pass
heart surgery which medicare paid for. Now that I am recovering,
I am beginning to wonder i f i t was worth the trouble. 1 am unable
to pay for the medicine I need to keep me alive. What good i s i t

Dear Hillary:
I am addressing this letter to you, since you have been named to head the
President's Task Force on National Health Care Reform. I have worked in the
health care field for eighteen years in management for the physicians. I am
very nuch aware of the patients side and the physicians side of the cost in
paying for medical care and the cost of providing medical care. First of a l l
I would like for you to see the attached copies of ay personal insurance
statements that I receive quarterly. You will notice the premium i s $3317.23
for health insurance coverage for ny husband and myself. I have been paying
this amount out of my savings account for over a year and a half, because I
have had no other choice. My husband had a heart attack in 1987. He was off
of work six weeks, he did not have surgery. He did not have an angiogram.
The doctors chose to place hint on a medication program with cut restricted
activity. He does take several medications daily, but he works five and six
days a vreek. Time Insurance Ccrpany, assigned my husband to a HIQi RISK
CATEGORY along with heart patients that have had coronary surgeries and
restricted activities. Because of this assignment our premium i s $ 3317.23
quarterly, even though I do not have any medical problems I am having to pay
the HIGH RISK premium because I am cn the same policy. I t i s unfortunate
that insurance companies have the authority to determine the category a
person should be assigned to, since they are the same ones that have the
authority to determine virat their premium will be. (Could this be a conflict
of interest?)
Hillary, I need help now in covering my husband and myself, we are fifty-five V
and fifty-two years old. We do not expect charity. But our l i f e savings for

our retirement should not have to be paid to Time Insuance Conpany for health
insurance coverage. We should have a reasonable and affordable premium.
I hope your Task Force Team w i l l investigate a l l insurance carpanies. Ihe
team should look at the overall, ie: Total premiums collected for health care
coverage versus total money paid on health care claims. Not claims submitted
but money paid.. With most insurance carpanies signing the physicians Dp to be
HMO & PPO providers for most of their members. This has reduced the reinbursement
to the physicians a large percentage. Physicians are having to adjust off
thousands of dollars because of the contracts with insurance ccnpanies.

�I have read " Should the goverment liinit hew nuch doctors can charge?"
Most insurance carpanies have already done that and they are the ones
that benefit from i t . I have also read " To save money, would you
go only to those doctors approved by an insurance plan?" That i s not
always what i s best for patients. I have seen the lack of care patients
have received because of the control the insurance ccnpanies have on these
patients and the lack of control the physicians have in providing good
quality care for their patients like they have been trained to do. Instead
of allowing the physicians to do what they feel i s best for their patients
at the time they are providing their services. The insurance ccnpanies
insist on the physicians to postpone the patients needs to play a game of
"Simon Saids" with them and this game i s like a l l other games you can only
have one winner. Once again the insurance company and should the physician
cheat and does viiat he thinks i s the best for the patient . He does not get
paid by the insurance cotpany because he did not ask "May 1 . He can not b i l l

the patient because the contract states the patient will not be responsible,
so the physician must write i t off.
Hillary, I could write you several pages of problems with the health care
system including Medicare and Drug ccnpanies. But I am sure these are
problems you and your team are aware of.
We a l l knew there have been so nany mistakes, our appointed leaders have made
in the past. I hope and pray that we new have a winning team at last.
My thoughts and prayers will be with you and the president in acoonplishing
the goals you have set, and the goals we the people have set. I do want
you to knew that I am very interested in hearing what reoemtendations
you and your task force team will be making. I hope and pray that these
recamendations will be ones that I can support and afford.

t h i s time. He t o l d me t o take a two month leave o f
absence, and t h a t he would get someone t o f i l l my
p o s i t i o n w h i l e I was gone so t h a t I c o u l d come
back t o the same j o b . He then changed h i s s t o r y ,
and put someone i n my p o s i t i o n permanently. He
said t h a t i f I missed days he would f i r e me, so i t
was e i t h e r take a l e s s o r p o s i t i o n ( a t a $4,000 a
year s a l a r y l o s s ) , or get f i r e d f o r being absent
to take care o f business f o r my p a r e n t s . He then
c a l l e d me and s a i d t h a t when I came back t o work,

I know people whose health needs are more immediate than mine, and whose physical and
financial suffering are tangible. I'm not a dramatic "human interest" story, but I'm probably in
the majority if we think about people whose lives are being held hostage to a kind of medical

I separated from my past employer in 1992. My separation package includes health insurance
which will expire in June 1994. I am 55 years old. Since May 1992 I've been developing a
consulting practice, and my hope is that I'll be able to make enough to afford insurance until
I'm eligible for Medicare.
Meanwhile, my wife is also an independent business person and has been covered by my
policy Even though we are in good health, our ages and the insurance industry's loose
definition of "preexisting condition" makes me fearful of being able to get or afford insurance
until we reach retirement age. Ironically, we have this gnawing fear about how we can
handle future health needs-and that fear reenforces the anxieties that weaken people's health!
Maybe language like "hostage" and "blackmail" doesn't seem fair, but the economic as well as
psychological consequences are just as real. Without secure medical coverage, no uninsured
person feels free to help out their children and grandchildren as they start their lives, or pay
for new training and education, or take investment risks, or spend for anything much beyond
basics.

I request you review a claim for services performed by Douglas C. Bankhead M.D. on
February 23, 1993 for:
This request is made for the following reasons:
0 The procedure was performed at home to save money and for the patient's benefit.
• A similar 3-day procedure was performed December 7-9, 1992 by Robert Swif t, M.D. at Holy
Cross Hospital at a charge of $4,985.94 -- Medicare allowed $2,996.78. The procedure performed
at home on February 23, 1993 by Dr. Bankhead at a total cost of $305.00, Medicare only allowed
$8.81.
• Even if Medicare paid the entire cost of the procedure at home, the savings to Medicare
would be $2691.78.
1 don't understand the reasoning behind disallowing a $305.00 charge and allowing payment
of $2996.78. It is much easier for my husband to have this procedure at home. He is elderly
and an invalid. From a taxpayer's standpoint, it saves my tax dollar. I think this is one of the
reasons our country has such high healthcare costs and why so many people go without
treatment.
There is more to this than just this claim. I am trying to take care of my husband at home
because it is better for us. By keeping him home instead of in a care center, the claims to
Medicare are much less.
I feel a system that encourages clinical care (by paying for it) and discourages home care
and a better quality of life (by not paying for it) needs to be seriously reevaluated.

h o s p i t a l i z e d , and wasn't because I d i d n ' t have H e a l t h Insurance, I
wouldn't go.

I decided t o get H e a l t h Insurance. I am s i n g l e , an
Independent C o n t r a c t o r f o r P u b l i c H e a l t h S e r v i c e , working i n the
H e a l t h Centers f o r v a r i o u s Government Agencies.
I was astonished
at the cost f o r H e a l t h Insurance. I was d e c l i n e d from Group H e a l t h
A s s o c i a t i o n and Kaiser because I had the bad luck t o get Cancer
when I was 33.

Just a note t o l e t you know how we l o s t our medical
i n s u r a n c e . I'm sure t h e r e are o t h e r people out t h e r e
who have l o s t t h e i r s the same way b u t most people are
not aware o f i t .
My husband was working f o r Radio Shack and the number one
salesman i n the r e g i o n f o r about two years. He had won
a c o n t e s t they had f o r a t r i p t o Arizona which we were
supposed t o take t h r e e months or so a f t e r he won i t .
I n the mean time I had been having some t r o u b l e w i t h my
r i g h t hand and went t o the d o c t o r . When a l l was said and
done I had gone t o two d o c t o r s , had an MRI a l l t o the
tune o f $3000. w i t h a d i a g n o s i s of Parkinson's disease.
I was i n shock because I thought I had a pinched nerve i n
my neck. The Radio Shack insurance p a i d i t but they
Radio Shack company f i r e d my husband, twelve hours or so
b e f o r e we were supposed t o leave f o r the won Arizona t r i p
w i t h which he had a l s o won a week v a c a t i o n pay. He d i d n ' t
get the t r i p he d i d n ' t get the v a c a t i o n pay, he a l s o was
due f o r a week of paid v a c a t i o n from h i s being t h e r e the
p r e s c r i b e d t i m e , he d i d n ' t get t h a t and we l o s t our i n s u r ance. We could get COBRA and had t o pay i t f o r a month
or two b u t i t was so expensive t h a t we c o u l d n ' t a f f o r d
it.
We took i t t o small claims c o u r t t r y i n g t o recoup some
of our loses but the law i n Washington s t a t e says an emp l o y e r can f i r e some one f o r any reason. They trumped up a
charge t h a t he had not rung up a $2. s a l e . He took a
l i e d e t e c t o r t e s t and passed i t b u t they were f i r m he
c o u l d n ' t work f o r them. The r e g i o n t h a t he was number one
i n i s o r e . , Wash.,Ida., Mont., Utah, Nev. and maybe N. Mex.
anyway I've never heard of such s t u p i d i t y unless i t was
worry about keeping the bottom l i n e down on insurance c o s t .

An account of the resource
<p>This collection contains records on President Clinton’s efforts to overhaul the health care system in the United States. In 1993 he appointed First Lady Hillary Rodham Clinton to be the head of the Health Care Task Force (HCTF). She traveled across the country holding hearings, conferred with Senators and Representatives, and sought advice from sources outside the government in an attempt to repair the health care system in the United States. However, the administration’s health care plan, introduced to Congress as the Health Security Act, failed to pass in 1994.</p>
<p>Due to the vast amount of records from the Health Care Task Force the collection has been divided into segments. Segments will be made available as they are digitized.</p>
<p><a href="http://clinton.presidentiallibraries.us/items/browse?advanced%5B0%5D%5Belement_id%5D=43&advanced%5B0%5D%5Btype%5D=is+exactly&advanced%5B0%5D%5Bterms%5D=2006-0885-F+Segment+1"><strong>Segment One</strong></a><br /> This collection consists of Ira Magaziner’s Health Care Task Force files including: correspondence, reports, news clippings, press releases, and publications. Ira Magaziner a Senior Advisor to President Clinton for Policy Development was heavily involved in health care reform. Magaziner assisted the Task Force by coordinating health care policy development through numerous working groups. Magaziner and the First Lady were the President’s primary advisors on health care. The Health Care Task Force eventually produced the administration’s health care plan, introduced to Congress as the Health Security Act. This bill failed to pass in 1994.<br /> Contains 1065 files from 109 boxes.</p>

A significant feature of the records are letters from constituents describing their feelings about health care reform and disastrous financial situations they found themselves in as the result of inadequate or inappropriate health insurance coverage. The collection also contains records created by Robert Boorstin, Roger Goldblatt, Steven Edelstein, Christine Heenan, Lynn Margherio, Simone Rueschemeyer, Meeghan Prunty, Marjorie Tarmey, and others.<br /> Contains 697 files from 47 boxes.</p>

Margherio, a Senior Policy Analyst on the Domestic Policy Council, has documents such as: memoranda, notes, summaries, and articles on individuals (largely doctors) deemed to be experts on the Health Security Act of 1993 qualified to travel across the country and speak to groups in glowing terms about the groundbreaking initiative put forward by President Clinton in his first year in the White House. <br /> Contains 804 files from 40 boxes.</p>
