Scope and Content
The materials in 2009-0725-F are a selective body of documents responsive to the topic of the FOIA.
Researchers should consult 2008-0308-F for related materials.
This FOIA consists of records related to 1995 review of affirmative action from the files of Christopher
Edley and George Stephanopoulos. Records that were responsive to this request include only email. Per
the researcher’s request, only email to and from Christopher Edley and George Stephanolpoulos
concerning Affirmative action was considered responsive. Further review of responsive records
indicated that Stephanopoulos did not send or receive email concerning affirmative action, however his
assistants Laura Capps and Heather Beckel sent and received email on his behalf. Therefore, email
includes meeting confirmations meeting notes, background notes, and draft reports to and from
Christopher Edley, Laura Capps, and Heather Beckel. Topics discussed primarily concern the working
group tasked with reviewing the federal government’s affirmative action programs.
On March 7, 1995, President Clinton directed that a review be conducted of the federal government's
affirmative action programs. George Stephanopoulos, Senior Advisor to the President for Policy and
Strategy, and Christopher Edley, Special Counsel to the President co-chaired a steering committee that

�examined the design and effectiveness of federal affirmative action programs. Stephanopoulos and
Edley submitted their report July 19, 1995. The report concluded that federal affirmative action
programs should continue. However, the report further recommended that all federal affirmative action
programs that create a quota, create preferences for unqualified individuals, create reverse
discrimination, or continue after equal opportunity has been achieved must be reformed or eliminated.
President Clinton addressed the results of the report while delivering a speech concerning opportunity at
the National Archives. President Clinton stated in this speech, that "The job of ending discrimination in
this country is not done. . . . We should reaffirm the principle of affirmative action and fix the practices.
We should have a simple slogan: Mend it, but don't end it."
System of Arrangement
Records that were responsive to this FOIA request were found in this collection areas—Clinton
Presidential Records: Automated Records Management System [Email].
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential email. The ARMS
dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include NPR, OPD,
POTUS, WHO, CEA, and Default. ARMS emails are printed and arranged chronologically by creation
date.
