Scope and Content
The materials in 2006-0183-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0183-F consists of memos, memcons, telcons, correspondence, talking points,
cables, and emails dealing with King Hussein of Jordan, who ruled the Hashemite Kingdom for nearly
five decades. Coming into power as a teenager, he established himself as a key player in the Middle
East Peace Process over a period of time. Hussein carved out a moderate position and worked with a
series of American Presidents in an effort to secure a lasting peace in the troubled region. The King’s
relationship with Bill Clinton proved to be quite amicable and the two men corresponded and met with
each other on a frequent basis as they grappled with the issues that had vexed Arabs and Jews for so
many years. In the final analysis, Hussein and Clinton succeeded in improving ties between Israel and
Jordan but, due to a variety of factors, failed to get the two sides to sign an agreement bringing
hostilities to an end in the Middle East. Hussein continued to labor for peace with his American friend
right up until February 7, 1999, when he passed away from non-Hodgkin’s lymphoma.

�The NSC Cable, Email, and Records Management Systems provided quite a number of records
pertaining to King Hussein. NSC cables and emails consist largely of short messages, from White
House and NSC staff, concerning the scheduling of phone calls and meetings between President Clinton
and King Hussein. Additionally, the cables and emails also consist of messages about the scheduling
of briefings which were attended by principal advisors to the President prior to discussions with King
Hussein. Specifically, in the instance of the NSC Records Management System, the close bond between
him and President Clinton is highlighted. The memcons and telcons show that the two men had a deep
affection for one another and developed a unique rapport as they tried to bring a semblance of order to
the Middle East. Other leaders in the region such as Hosni Mubarak of Egypt, King Fahd of Saudi
Arabia, Hafez al-Assad of Syria, Yasser Arafat of the PLO, and Yitzhak Rabin and Benjamin Netanyahu
of Israel figure prominently in the proceedings.

This collection consists of memoranda, memcons, telcons, correspondence, talking points, cables, and emails that highlight the key position King Hussein of Jordan occupied in the Middle East Peace Process during the presidency of Bill Clinton. The material illustrates the close and amicable relationship that developed between Hussein and Clinton and led to considerable progress being made in the general state of affairs in the Middle East. A lasting agreement proved to be elusive, but the two men continued to work at what was viewed by many as an intractable issue right up until the death of Hussein on February 7, 1999.
