Scope and Content
The materials in FOIA 2014-0130-F are a selective body of documents responsive to the topic of the

On May 22, 1998, President Clinton signed and submitted the “Report to Congress on the Investigation
of the Whereabouts of the U.S. Citizens Who Have Been Missing from Cyprus Since 1974”. The report,
written by Ambassador Robert S. Dillon, was in response to Public Law 103-372, which called for an
investigation into the whereabouts of five U.S. Citizens missing since the Turkish invasion of Cyprus in
the summer of 1974. Dillon’s investigation confirmed the death of one of those missing, 17 year old
Andreas Kassapis, whose remains were found buried in a field near his hometown of Asha. The
investigation concluded that the remaining four men, Kyriacos Hadjichristoudias, Socrates Kapsouris,
Christos Libertos, and Kyriacos “Jack” Sophocleous, most likely did not survive.
In addition to Ambassador Dillon’s report, records responsive to this request include a May 12, 1998
memorandum from Samuel Berger and Larry Stein to President Clinton summarizing the report. Also

This collection consists of records related to Ambassador Robert S. Dillon’s “Report to Congress on the Investigation of the Whereabouts of the U.S. Citizens Who Have Been Missing from Cyprus Since 1974.” The report was in response to Public Law 103-372, which called for an investigation into the disappearance of five U.S. Citizens (Andreas Kassapis, Kyriacos Hadjichristoudias, Socrates Kapsouris, Christos Libertos, and Kyriacos “Jack” Sophocleous) missing since the Turkish invasion of Cyprus in the Summer of 1974. In addition to Dillon’s Report, this collection also includes a memorandum to the President, transmittal letters, and a Department of State press statement.
