Scope and Content
The materials in FOIA 2006-1185-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA 2006-1185-F consists of records concerning two telephone calls between President Clinton and
Russian President Boris Yeltsin. These calls took place on June 13 and 14, 1999. It should be noted that
many of the documents regarding conversations between Presidents Clinton and Yeltsin on these dates
have been withdrawn due to national security restrictions.
Documents responsive to this FOIA were entirely found within the NSC Cables, Emails, and Records
Management Systems (RMS). The NSC Emails contain discussions referencing planning for the
telephone calls. These discussions include scheduling documents, press guidance, and comments
regarding the transmission of documents related to the telephone conversations, such as talking points
and telcons. The NSC Records Management System includes documents related to preparation for the
telephone calls and to the telcons of the conversations.
