Scope and Content
The materials in FOIA 2006-0588-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0588-F contains materials from several agencies and individuals, including the
Chief of Staff, Counsel’s Office, National Economic Council, Management and Administration,
Presidential Personnel and the National Security Council. To facilitate an orderly Presidential transition,
President Clinton signed the ―Presidential Transition Act of 2000‖ on October 12, 2000 and issued
Executive Order 13176 ―Facilitation of a Presidential Transition‖ that established the Presidential
Transition Coordinating Council on November 27, 2000. Guided by these two principles, the Clinton
Administration Staff and the Bush Transition Staff worked to create a smooth transition.
The White House Office of Records Management (WHORM) Subject Files contain no relevant records.

Clinton staff. John Podesta and Maria Echaveste’s files contain correspondence and Memorandum of
Understanding between the Clinton Administration and Bush Transition team. The files of Cara Walsh
contain general personnel forms, publications, and examples of stationary for the new administration.

The NSC Cable, Email, and Records Management Systems contain no relevant records.
