Scope and Content
The materials in FOIA 2006-0215-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0215-F contains material pretaining to Prime Minister John Major and includes
material relating to the Telcons and Memcons. It should be noted that the majority of the material related
to this FOIA case are currently withheld under Presidential Records Act and Freedom of Information
Act restrictions.

The NSC Cable and Email systems contains information relating to appointments, requests for foreign
travel and lists of delegates for Presidential trips. The records also contain information regarding
Radio/TV Marti, Haitian Radio Support Projects, Balkans Public Diplomacy Group, Mine Awareness in
Bosnia, and the Africa Trip Press Tongs.
The NSC Records Management System contains telcons, memcons, cables, letters, and memorandums
relating to meetings and telephone conversations that took place between President Clinton, Prime
Minister Major, and other world leaders. Their meetings and telephone conversations related to Bosnia,
Northern Ireland, Africa, Russia, Iran, Iraq, Hong Kong, United Kingdom, and The Falkands. The topics
included peace in the Middle East, GATT, the economy, the G-7 Summit, Northern Ireland Peace
Agreement, and the START treaties.
System of Arrangement
Records that were responsive to this FOIA request were found in two collection areas – Clinton
Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC
Cables, Emails, and Records Management. As policy, Staff and Office Files are processed at the folder
level, that is, individual documents are not selected and removed from a folder for processing.
Please note that a single asterisk “*” indicates that the category is entirely processed and open.
