Scope and Content
FOIA request 2006-0319-F (segment 1) contains materials from the Automated Records Management
System [Email]. This collection consists of correspondence sent and received by Monica Lewinsky’s
White House email account and Pentagon email account. A majority of the collection consists of
emailed correspondence between White House staff members making reference to Monica Lewinsky.
Email sent or received by Lewinsky may be best described as administrative correspondence between
White House staff. Email about Lewinsky may best be described as correspondence concerning
Lewinsky’s relationship with the President, the Starr Report, and the impeachment.
Monica Lewinsky worked at the White House from 1995 until 1996. She began her career as an upaid
White House summer intern in July; the internship ended in September 1995. As a White House intern,
she was assigned to the Office of Correspondence, where she prepared correspondence for White House
Chief of Staff, Leon Panetta. She began a second term as a White House intern in September 1995.
Lewinsky accepted a paid position in the Office of Legislative Affairs in November 1995, however she
did not fill this position until January 1996 because of the government shutdown and furlough.
Lewinsky worked in the Office of Legislative Affairs until April 1996, when she was transfered to the
Pentagon.

�In his autobiography, President Clinton writes, “During the government shutdown in late 1995, when
very few people were allowed to come to work in the White House and those who were there were
working late, I’d had an inappropriate encounter with Monica Lewinsky and would do so again on other
occasions between November and April, when she left the White House for the Pentagon.” President
Clinton states that he had another inappropriate encounter with Monica Lewinsky in February 1997, but
later ended the relationship and assisted her with getting a job in New York (My Life, p.773-774).
President Clinton’s relationship with Monica Lewinsky was the subject of an expanded independant
counsel investigation. The House of Representatives considered Independent Counsel Kenneth Starr’s
findings concerning the details of the relationship when Congress impeached President Clinton
December 19, 1998. The President was impeached on charges of perjury and obstructing justice. The
Senate later acquitted President Clinton of those charges on February 12, 1999.
System of Arrangement
Records that are responsive to this FOIA request were found in this collection area: Clinton Presidential
Records: Automated Records Management System (ARMS) [Emails].
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive office of the President. This system maintained unclassified Presidential record email. The
ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include
NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation
date.
