Scope and Content
The materials in FOIA 2006-0512-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0512-F consists of memoranda, biographies, news articles, speech drafts, and
printed electronic emails. The memoranda are to Heather Hurlhurt in the speechwriting office and
contain background information relating to Angela Lansbury, Chuck Berry, Mikhail Baryshnikov,
Placido Domingo, and Clint Eastwood. The biographies contain material on Angela Lansbury, Chuck
Berry, Mikhail Baryshnikov, Placido Domingo, Clint Eastwood, Victor Borge, Sean Connery, Judith
Jamison, Jason Robards, and Stevie Wonder. The files contain speech drafts, speech cards, and a
photocopy of the speech cards for the Kennedy Center Honors speech, December 3, 2000 . The news
articles contain biographical information on the Kennedy Center Honor recipients for December 3,
2000, including Angela Lansbury, Chuck Berry, Mikhail Baryshnikov, Placido Domingo, and Clint
Eastwood. The printed electronic emails contain speech drafts, copy of the final speech, biographical
and background information on the recipients.

�System of Arrangement
Records that were responsive to this FOIA request were found in three collection areas – Clinton
Presidential Records: WHORM Subject Files, Clinton Presidential Records: Staff and Office Files, and
Clinton Presidential Records: ARMS Emails. As policy, Staff and Office files are processed at the
folder level, that is, individual documents are not selected and removed from a folder for processing.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area. WHORM Subject and WHORM Alpha
files are processed at the document level.
The WHORM Subject file was compiled by the White House Office of Records Management and is a
series of categories designed by a letter/number combination. A complete listing of the categories with
detailed descriptions is provided in our research room.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential record email. The
ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include
NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation
date.
