Scope and Content
The materials in FOIA 2012-0072-F are a selective body of documents responsive to the topic of
the FOIA. Researchers should consult the archivist about related materials.
This collection consists of records related to Robert C. Galloway and his nomination to the U.S
Court of Appeals for the 5th Circuit. This collection consists of articles, briefing papers, forms,
letters, email, and memoranda.
Robert C. Galloway was an attorney from Gulfport, Mississippi during the Clinton
Administration. In the summer of 1999, President Clinton approved the nomination of Galloway
to the Fifth Circuit Court of Appeals. During this time, Galloway worked at the Gulfport
lawfirm of Butler, Snow, O’Mara, Stevens & Cannada. In addition to materials concerning
Galloway’s career as a lawyer, the collection also contains correspondence from government
officials and the general public. These letters both oppose and support Galloway’s nomination
to the Fifth Circuit Court of Appeals.

�The majority of the records produced for this FOIA were from personnel files, including
background and financial questionnaires, which resulted in many closures related to personal
privacy.
System of Arrangement
Records that are responsive to this FOIA request were found in these collection areas –Clinton
Presidential Records: White House Staff and Office Files and Clinton Presidential Records:
Automated Records Management System [Email].
Staff and Office files were maintained at the folder level by staff members within their individual
offices and document all levels of administration activity.
Staff and Office files are processed at the folder level, that is, individual documents are not
selected and removed from a folder for processing. While this method maintains folder integrity,
it frequently results in the incidental processing of documents that are not wholly responsive to
the subject area.
The Automated Records Management System (ARMS) is a database that contains email records
of the Executive office of the President. This system maintained unclassified Presidential record
email. The ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The
buckets include NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged
chronologically by creation date.
